HomeMy WebLinkAboutMINUTES - 11012005 - PR1 P Rol TO: BOARD OF SUPERVISORS Contra FROM: Anne Cain,, County Librarian ,- --- : Costa DATE: November 1, 2005 T.�--- - Count y SUBJECT: AUTHORIZE the Contra Costa County Librarian to Accept a Grant of$100,000 From the Lesher Foundation for the New Library in the Juvenile Hall Facility SPECIFIC REQUEST (S) OR RECOMNENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATION AUTHORIZE the Contra Costa.County Librarian to accept, and execute an agreement with the Lesher Foundation, a two-year grant in the amount of $100,000 ($50,000 in 2005 and $50,000 in 2006) to support the purchase of materials and supplies for the new library in the Martinez Juvenile Hall. FINANCIAL IMPACT The grant amount of$100,000 includes funding for library materials and supplies. The Probation Department will provide a 608 square foot room in the new Juvenile Hall to be used as the library, utilities and maintenance for that space, and $10,500 in shelving for library materials, for a total contribution of$156,580, including construction costs for the library. The Contra Costa County Library will provide $23,098 in staff hours to assist with planning, purchasing and installing furnishings,, equipment, and library materials. The Contra Costa. County Office of Education will provide $12,000 in library materials and a $3,500 circulation software package, for a total contribution of$15,500. BACKGROUND This is a joint partnership of the Lesher Foundation, the Contra Costa. County Library, the County Probation Department and the Contra Costa County Office of Education. More than ever before, information literacy, the ability to find and successfully use information, is a critical life skill. However,, incarcerated youth in Contra Costa. County are at a significant disadvantage when it comes to achieving information literacy. Currently, the teens in Juvenile Hall have very little access to reading material. As one teen recently stated, "All we have is half a shelf of books that other people threw out." Unfortunately,this lack of reading material prevents one of the most beneficial activities for incarcerated youth. Teens who regularly spend time reading are more likely to become lifelong learners and studies consistently show that improving education reduces recidivism. CONTRA COSTA CHILDRENS IMPACT STATEMENT The recent completion of a new Juvenile Hall facility offers the opportunity to provide quality library service to the thousands of teens incarcerated each year in this county. A full-service library in Juvenile Hall will foster an interest in reading, encourage independent learning, and stimulate critical thinking skills. This library will provide a starting point for lifelong learning, which plays an important role in the transformation from past lifestyles to a more promising future.
