ABSENT: ABSTAIN: ATTESTED CONTACT: JOHN GIOlA (510)374-3231 JOHN SWEETEN,CLERK OF THE BOARD OF S CC: COUNTY ADMINISTRATOR SUPERVISORs AND COUNTY ADMINISTRATOR COUNTY COUNSEL COUNTY REGISTRAR BY FPUTY Proposal to Establish a Contra Costa Industrial Training Institute D.3 BACKGROUND -CONTINUED The goal of the IndusftW Training Institute is to: (a)insure that all regular and contact employees who work in oil refineries and other heavy industrial facilities meet the highest skill and sakty standards, (b)help develop a skilled work force of local residents who can work in the area's oil refineries,chemical plants,and other heavy industrial facilities, and (c) make high-value jobs and wages available to local workers by establishing a rigorous, career oriented industrial training/testing program designed to create a qualified local workforce with a thorough understanding of County refining,chemical and heavy industrial operations and safety considerations. The Committee would be composed of representarives from each of the following groups: (1) Contra Costa Building and Construction Trades Council(one voting member) (2) Petrochemical and Chemical Industry(two voting members) (3) California.Contractors'Alliance(one voting member) (4) Contra Costa Central Labor Council(one voting member) (5) United Steel,,Paper and Forestry,Rubber,Manufacturing,Energy,Allied Industrial Services Workers Union("USW) (one voting member) (6) Contra Costa Community College District(one nonvoting member) (7) Contra Costa Health Services Department(one non-voting member) (shall serve as chair of the committee) (8) Workforce Development Board(one non-voting member) The Committee shall act by consensus,if possible. If a consensus is not possible,recommendations shall be made by a majority vote of all the voting members of the Committee,with the majority comprising at least two of the labor members (USW, Central Labor Council, Building and Construction Trades) and two of the industry repres��nta�ives(Petrochemical and Chemical Industry and California Contract:ors"Alliance),, The Committee may establish relevant sub-committees as deemed necessary. The Conunm* ee shall report its recommendations to the Board of Supervisors within six motes with a status report in three months. The Committee will be responsible for malting recommendations to the Board-of Supervisors in the following areas: Craft Specific Training and Testi mg kp2gM 1. Develop curriculum standards for ashort-term refresher craft-specific training program to be administered by the College District and required of all contractor employees who are seeking to work in Contra Costa's oil refineries. This training Program assumes that the student has the requisite craft-specific skills t7rraiming and/or experience. 2. Develop both the testing standards for a written and ahands-on test and the testing process for a craft- specific testing program to be administered by the College District and required of all contractor employees for a craft covered by the training program, who have completed the g institute and/or who seek to work in Contra. Costa's oil refineries. All contract employees in a craft covered by the Proposal to Establish a Contra Costa Industrial Training Iris/ifute D.3 training program are required to have passed this test or to working in a local oil refinery. The Cam shall also develop the standards fora "test-out"option for those workers who believe they already have the requisite craft-specific knowledge and skills. Those who pass the"test-out"option for a specific craft or crafts by passing both a written and hands-on test for that crab or crafts do not need to attend the uwu�ing program.Prior to working in a refinery. 3. Develop standards for ongoing craft skills maintenance required of all contactor employees in order to instme that workers in the oil refineries continue to meet the highest tiaming and skills level. 4. Develop a funding plan for this training and testing program which does not involve the use of federal,state or local public funds. General Industry and Safety Training and Testing Program 1. Develop cumculumstandards,testing standards,and a testing process for a long-term training progr�n in general petrochemical, chemical and heavy industry and safety training for all new potential refinery, chemical and heavy industry employees. This program shall be administered by the College District. At the conclusion of the training and testing, a certificate of completion shall be issued. All new refinery employees are not required to complete this training but the goal of this program.is to increase the pool of qualified individuals interested In working in the area's oil refineries/heavy industry. The curriculum shall include training in such areas as: mathematics,science,chemistry,physics,rrrtetpersonal skills, mechanical .aptitude, computer skills and general industry practices. The curriculum shall be tailored to the petrochemical, chemical, and heavy industry envmorrmem. This is not intended to be acraft-specific training program- 2. Develop a funding plan for this tiainuig program(fimft could include private and public sources). 3. Develop a plan for providing scholarshi}s for low-income county residents to attend the training program, including a program.for those who are unemployed county residents. Proposal to Establish a Contra Costa Industrial Training Institute D.3 11/Ol/OS ADDENDUM After introducing the item and outlining the pertinent details of a proposal to establish a Contra Costa Industrial Trianing Institute,the Board invited the public to comment. The following persons spoke: Peter Garcia, Los Medanos College; Dennis Truitt, Timec Company Inc., California Contractors Alliance; No Hattich, California Contractors Alliance; Todd Wasik, District Manager for Nalco Chemical Co.; Peter Hendricks, environmental engineering consultant, Walnut Creek; Michael S. Roth, John Swett High School Careers Academy,- Ed Hultgren, small business owner, Walnut Creek; Scott Anderson, The Industrial Association of Contra Costa County; Aamir Farid,, Committee for Industrial Safety, (Manager of Shell Refinery in Martinez). Having heard from those desiring to speak,the Chair returned the matter to the Board for discussion. For clarification purposes,the following alterations were proposed for the wording: a. The list of Committee representatives, member (5) "United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial Services Workers Union (USW)" should be modified to read: "United Steel,, Paper and Forestry, Rubber, Manufacturing, energy, Allied Industrial Services Workers Union(USW)Local 577 b The paragraph below the member listing, stating "If a consensus is not possible, recommendations-shall be made by a majority vote of all the voting members of the Committee,with the majority comprising at least two of the labor members (USW, Central Labor Council, Building and Construction Trades) and two of the industry representatives (Petrochemical and Chemical Industry and California Contractors' Alliance)" should be modified to read: "If a consensus is not possible, recommendations shall be made by a majority vote of all the voting members of the Committee, with the majority composing the a�rnyative votes of least two of the labor members (USW, Central Labor Council, Building and Construction Trades)and two of the industry representatives(Petrochemical and Chemical Industry and California Contractors' Alliance)." The Chair noted a desire for this item to made available in electronic format on the County website and for copies to be available at each of the Supervisors' offices. Dennis Barry, Community Development Department Director, noted his intention to bring forward the certifciation of the environmental impact report (EIR) related to the Industrial safety Ordinance (ISO), and recommended that the Board adopt the amendments proposed by the Health Services Deparment with respect to the operations in the Industrial Safety Ordinance, and decline the proposed worker safety training provisions covered in the EIR. The Board adopted the recommendations outlined in the Board order,with the above listed wording modifications, by unanimous vote with none absent.
