SUBJECT: APPROVE and AUTHORIZE the General Manager of Canyon Lakes Geologic Hazard Abatement
District (GRAD) to execute a contract with Sands Construction, Inc., San Ramon area. (District III)

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE Richard D. Short, Kleinfelder, Inc., the General Manager of Canyon Lakes
Geologic Hazard Abatement District (GHAD) to execute a contract with Sands Construction, Inc. in an amount
not to exceed $1`54,812.50, to serve as Operations Manager of the GHAD, for the period July 1, 2005 through
June 30, 2007, San Ramon area.
FISCAL IMPACT:
There is no impact to the County General Fund. The Canyon Lakes GHAD is 100% funded through revenues
generated by special assessments on properties within the boundaries of the Canyon Lakes GHAD.

REASONS EOR RECOMMENDATIONS AND BACKGROUND:
On April 26, 2005, the Board of Supervisors approved a contract for Kleinfelder, Inc. to serve as General
Manager for the Canyon Lakes GHAD. Kleinfeider, In .'s Statement of Qualifications included Sands
Construction as the Operations Manager.' Michael Sands, President of Sands Construction, Inc. has extensive
experience in responding to and assisting the GHAD with the repair of landslides and landslide related work in
Canyon Lakes and the surrounding area. Mr. Sands has acted as the community liaison during his past work
with the GRAD. His firm has been instrumental in providing assistance to both homeowners and the GHAD
during emergency response conditions.
Mr. Sands directs contracts retained by the GHAD to repair landslides, supervises contractors retained to
perform preventative maintenance activities, responds to emergency calls from property owners and conducts
initial site investigations. Mr.. Sands brings a wealth of information regarding the GRAD stemming from his
long experience in the development, and provides the only reliable history of events available to the CHAD staff
at this time. The General Manager for the Canyon Lakes GHAD recommends approval of Sands Construction's
contract with the Canyon Lakes GRAD.
CONSEQUENCES OF NEGATIVE ACTION:
Without Board approval, the GHAD will not be able to effectively respond to emergencies, conduct major repair
operations or execute its Preventative Maintenance Program during this fiscal year.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE Richard D. Short, Kleinfelder, Inc., the General Manager of Blackhawk Geologic
Hazard Abatement District (GRAD) to execute a contract with Sands Construction, Inc. in an amount not to
exceed $325,500, to serve as Operations Manager of the GRAD, for the period July 1, 2005 through June 30,
2007, Danville area.
FISCAL IMPACT:
There is no impact to the County General Fund. The Blackhawk GHAD is funded 100% through revenues
generated by County Service Area M-23.
