CONDUCT public hearing on proposed establishment of new Schedule of Fines and Charges for Contra Costa County Library effective November 1,2005. 2. RECEIVE oral and written testimony regarding the proposed changes. 3. CLOSE hearing and CONSIDER proposed changes (Attachment 1). 4. APPROVE attached Resolution 2005/4ft establishing a new Schedule of Fines and Charges for the Contra Costa County Library effective November 1, 2005. Approve the resolution establishing new fines and charges for the County Library to reduce the daily fine for Videos, DVDs, CD ROM Products, Kits and Equipment (Projectors, Cassette Players, Engravers, etc.) from $2.00 to $1.00 per day and the maximum fine for these items be reduced to $5.00 per item from $10.00 per item. In the OTHER CHARGES Section"Cassette, Compact Disc (missing portion of sets)" has been changed to read Missing Portions of Sets & Kits; the words "Replacement Charge" has been deleted after $8.00 and in the Major Damage Section the words "or Replacement Cost" have been deleted after $5.00. At the conclusion of the hearing, adopt a new Schedule of Fines and Charges and ordinance. FINANCIAL IMPACT Revenue increased by $27,000 from 2003 to 2004 when the fines for videos and CDs were increased from $1.00 to $2.00. The loss in revenue when the $1.00 fine is restored will be more than offset by the increase in fines and fees collected by the Library's new materials recovery agency, which collected $57,000 in fines and lost fees between February and June 2005. BACKGROUND The County Librarian is recommending these changes to the library fee structure based on comments received from the public and library staff. The County Librarian took the recommendation that the library reduce the overdue fines for Videos,, DVD's and CD ROM Products from $2.00 back to $1.00, which was the fine prior to May 1, 2003, to the Library Commission on May 26, 2005. The Library Commission approved the recommendation. A copy of the proposed Schedule of Fines & Charges was placed on file at the Clerk of the Board's Office, Room 106, 651 Pine Street, Martinez,ten(10)days prior to the date of the hearing. The Resolution proposed by the County Librarian incorporates six Resolutions 87/260, 92/559, 93/739, 97/174, 2003/316 and 2005/42 into one document and adds the changes mention d above.
