FISCAL IMPACT: None BACKGROUND: Resolution No. 2002/377 of June 18, 2002, Board Advisory Body Procedures, requires that the Board of Supervisors review, at three year intervals beginning in 2002, each advisory body whose existence is not mandated by State or federal law or regulation for justification of its continuation. The "Maddy Book" currently contains 96 advisory boards, committees and commissions. The"Maddy Book" currently contains 96 advisory boards, committees and commissions. In some cases these bodies are no longer functioning and should be eliminated from the Maddy Book. In other cases, there are multiple bodies on the same or similar functions which may be combined. The 96 advisory bodies have been divided into categories with the following recommendations. I. DELETE FROM WEB PAGE DIRECT the Clerk of the Board to remove the listing for each of the following advisory boards, committees and commissions from the web page. 1. 'Contra Costa Education Center Authority Governing Board- This Board was dissolved September 25, 2001 by Resolution No. 2001/438. 2. 'East Diablo Fire Protection Commissioners This Board was retired Apri123, 2002 by Board Order D.2. 3. Oakley Fire Protection District Commissioners This Board was retired Apri123, 2002 by Board Order D.2. 11. ABOLISH ABOLISH the following advisory boards, committees and commissions and DIRECT the Clerk of the Board to remove the listings for these Boards from the Maddy Book. 4. County Charter Commission This Commission was due to sunset in 1998, according to its establishing document. Terms for all seats expired without replacement in 1998. Resolution No. 2005/676 5. Hercules Specific Plan Steering,Committee Established February 2, 1993 by Board order 1-13 to oversee the work of the specific Plan process for the development of the Franklin Canyon Golf Course Property in accordance with the Settlement Agreement Release dated February 27, 1990, with a concluding Specific Plan being recommended to the Hercules City Council by the Steering Committee. The Specific Plan was presented in September 2001. During the EIR process,there was a voter initiative (Measure 1Vn to stop the project. Measure M passed on the November 2, 2004 ballot, restricting most land uses in the Franklin Canyon area to agriculture and recreation and overriding the Specific Plan. 6. Human Services Advisory Commission Established May 10, 1977by Board Order to advise the Board of Supervisors on County human services needs. The Commission has not been active since January 1994,, and terms for all seats expired without replacement in 1995. 7. Oakley Municipal Advisory Council Municipal Advisory Councils are authorized pursuant to Government Code §31010 for unincorporated areas. Oakley 'incorporated as the City of Oakley on July 1, 1999. 111. DISTRICT-SPECIFIC COMMITTEES A. DISTRICT I RETAIN each of the following advisory boards, committees and commissions as Board- appointed advisory boards, committees or commissions unless now or at some time in the future the Supervisor of District I recommends that it be abolished. 8. Center for Health in North Richmond Established Apri126, 1994 by Board Order 2.5 pursuant to the settlement agreement with General Chemical Corp. following a major toxic release incident in July 1993. The Advisory Board to the Center for Health will work with Health Services Department to design the Center and Will provide continuing oversight and advice regarding program operations;make recommendations to Health Services Department and the Board of Supervisors on emerging health priorities and concerns within the community-, and act as a link with key community organizations and groups in the area to ensure open communication and encourage coordination of local efforts to improve health in the area. No Annual Report received. 9. County Service Area R-9 Citizens Advisory Committee—El Sobrante County Service Area Law(Chapter 2.2 commencing with §25210.1 of Division 2 of Title 3 of the Government Code) does not require a citizens advisory committee for a County Service Area. The existence of this Committee is entirely within the discretion of the Board of Supervisors. No Annual Report received. 10. Downtown El Sobrante Redevelopment Proiect Area Committee Established November 125 2002 by Resolution No. 2002/715 to be an advisory body Resolution No. 2005/676 page 2 to the Board of Supervisors on Redevelopment plan adoption/implementation. Health & Safety Code §33385 requires that a project area committee be established if a substantial number of low-income persons or moderate-income persons, or both, reside within the project area and if the redevelopment plan as adopted will contain authority for the agency to acquire, by eminent domain,property on which any persons reside; or if the redevelopment plan as adopted contains one or more public projects that will displace a substantial number of low-income persons or moderate- income persons, or both; and that the redevelopment plan is to be submitted to the committee. No Annual Report received. 11. El Sobrante Municipal Advisory Council Municipal Advisory Councils are authorized pursuant to Government Code §3 1010, but are not required. Continued existence of this Council is entirely within the discretion of the Board of Supervisors. No Annual Report received. 12. Kensington Municipal Advisory Council Municipal Advisory Councils are authorized pursuant to Government Code §3 1010, but are not required. Montalvin Manor Redevelopment Advisory Committee Established August 12, 2003 by Board Order C.120 to assist the Agency in implementing a Redevelopment program. No Annual Report received. 14.North Richmond Municipal Advisory Council Municipal Advisory Councils are authorized pursuant to Government Code §3 1010, but are not required. Continued existence of this Council is entirely within the discretion of the Board of Supervisors'. No Annual Report received. B. Carquinez Bride Crockett Advisory Committee Established December 16, 1997 by Board Order C.13 8 to address local construction impacts on the community of the bridge replacement project and the seismic retrofit of the 1958 Bridge. County Service Area P-1 Citizens Advisory Committee—Crockett County Service Area Law(Chapter 2.2 commencing with §25210.1 of Division 2 of Title 3 of the Government Code) does not require a citizens advisory committee for a County Service Area. Sanitation District No. 5 Citizens AdvisoryCommittee—Port Costa Area .Established November 26, 1963 by Board Resolution No. 2516 to advise the Board of Supervisors and the Administrative Department regarding the desires of the community in the area of sanitation. There is no requirement for a Citizens Advisory Committee for a sanitation district. The Board of Supervisors governs the Sanitation District. San Ramon Valley Regional Planning Commission Established June 105 1986 by Ordinance No. 86-47 to consider General Plan amendment requests or Specific Plan proposals for projects up to 1499 units,, when such amendments or proposals are not part of a larger project which would have countywide impact; subdivision applications for 101 to 1500 units, when such applications are not part of a larger project which would have countywide impact; non-residential or mixed use projects generating 101 to 1500 peak hour trips,when such projects are not part of a larger project which would have countywide impact; as Board of Appeals, consider appeals of decisions of Zoning Administrator; hold meetings and taking testimony on local proposed public works project to provide insights and recommendations to the Board of Supervisors and the originating Department(i.e., Public Works, General Services, etc.); and other matters specifically referred by the Board of Supervisors.
