SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #74-188-4 with Youth Homes, Inc., anon-profit corporation, in an amount not to exceed $975,,000,, to provide Therapeutic Behavioral Services (TBS) for the period from July 1, 2005 through June 30, 2006. This Contract includes asix-month automatic extension through December 31,2006 in an amount not to exceed$487,500. FISCAL IMPACT: This Contract is funded 50% by Federal FFP Medi-Cal, 45% by State EPSDT, and 5% by Mental Health Realignment. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and"Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale.(CAFAS). BACKGROUND/REASON(S)FOR RECONIlVENDATION(S): This Contract meets the social needs of County's population in that it provides Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age, who participate in the Early and Periodic, Screening, Diagnosis, and Treatment (EPSDT) Supplemental Specialty Mental Health services. On November 3, 2004, the Board of Stipervisors approved Novation Contract #74-188-2 (as amended by Contract Amendment Agreement #74-188-3) with Youth Homes, Inc., for the period from July 1, 2004 through June 30, 2005, (which included asix-month Automatic Extension through December 3 1, 2005) for the provision of Therapeutic Behavioral Services (TBS) to County referred clients, ages 0-21 years of age. Approval of Novation Contract#74-188-4 replaces the automatic extension under the prior Contract and allows the Contractor to continue to provide services through June 30,2006.
