SUBJECT: Approval of Contract#74-144-8 with Ujima Family Recovery Services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Haven Fearn) to execute on
behalf of the County, Contract #74-144-8 with Ujima Family Recovery Services, anon-profit
corporation, in an amount not to exceed $363,962, to provide residential substance abuse treatment
services for pregnant and/or parenting women, and their children for the period from October 1,2005
through June 30,2006.
FISCAL IMPACT:
This Contract is funded 100%by State Prop 10 Funds.
CHILDREN'S IMPACT STATEMENT:
This Prop 10 program supports the Board of Supervisors' "Families that are Safe, Stable, and
Nurturing" community outcome by providing parenting education, stability, and safety for mothers
(and their children) and pregnant women who are alcohol and drug dependent, while they are in
substance abuse treatment. Expected outcomes include delivery of drug-free babies, decreased use
of alcohol, tobacco and other drugs, improvements in the health and well being of clients' children,
and creation of a sober social network. .
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides family-centered
alcohol and drug treatment services to pregnant and parenting women, in order to prevent perinatal
substance abuse and strengthen their ability to provide for the physical,mental and emotional growth
of their children.
On August 3,2004,the Board of Supervisors approved Contract#74-144-6 (as amended by Contract
Amendment/Extension Agreement#74-144-7)with Ujima Family Recovery Services for the period
from July 1, 2004 through June 30, 2005, for the provision*of residential substance abuse treatment
services for pregnant and/or parenting women,and their children.
Approval of Contract #74-144-8 will allow the Contractor to continue providing services through
June 30,2006.
