SUBJECT: Approve and Authorize contract with Jim Bullard, Independent Contractor
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to EXECUTE a
contract with James Bullard, an Independent Contractor,to provide Local Area Network(LAIC, Wide Area
Network(WAN), and multi-protocol network consulting services in an amount not to-exceed$50,180 for the
period November 1, 2005 through May 31, 2006.
FINANCIAL IMPACT:
$50,180: Administrative Overhead Costs: 20% County funds; 40% State funds; 40%Federal funds.

This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children
Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and
Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,"
by providing staff with current system technology.
BACKGROUND0&
The Employment and Human Services Department's(EHSD)Information Technology Division(IT)
administers complex systems for EHSD. IT provides the design, development, configuration, consulting, and
troubleshooting within Microsoft Windows environments countywide.
Mr. Bullard will design, develop, install, and evaluate Local Area Networks(LAN), Wide Area Networks
(WAIS, and multi-protocol open data networks for the Employment and Human Services, Information
Technology Division. Mr. Bullard was selected from a competitive procurement, Request for Interest(RFI)
#265.
