SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
ACCEPT funding from FIRST 5 Contra Costa Children and Families Commission in the
amount of$515,150 for Home Visiting in Contra Costa County for the period of July 1, 2005
through June 30, 2006. (#29-131-3)

RFC'nMMFNDF.D ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
ACCEPT funding from FIRST 5 Contra Costa Children and Families Commission in the amount of$515,150
for Home Visiting in Contra Costa County for the period of July 1, 2005 through June 30, 2006. (#29-131-3)
FINANCIAL IMPACT:
No County Cost. $515,150 revenue; 100%FIRST 5 Contra Costa Children and Families Commission,Home
Visiting Grant.
CHILDREN"S IMPACT STATEMENT
This funding for home visiting will support two of the five of the community outcomes established in the
Children's Report Card,4) "Families that are Safe, Stable and Nurturing", 5) "Communities that are Safe and
Provide a High Quality of Life for Children and Families",by providing services for young children to be
healthy, ready to learn and supported in safe, nurturing families and communities.
BACKGROUND:
The FIRST 5 Contra Costa Children and Families Commission has made funding available for Home Visiting in
Contra Costa County as part of their mission to foster optimal development of children zero to five years of age.
The funding will be used to support the Welcome Home Baby Program(WHB)to include a social caseworker
specialist as a member of the Consultation and Response Team for Home Visiting. WHB is a prevention and
early intervention program providing home visiting for first-time families. The identification of first-time
families and provision of weekly home visits emphasizing infant bonding and nurturing child development,
health education and medical care, and assistance with employment, housing, transportation and childcare can
provide appreciable reductions in child abuse and neglect and other signific heal d education concerns.
