Contra FROM: JOE VALENTINE, DIRECTOR COMMUNITY SERVICES DEPARTMENT Costa"' DATE: October 18, 2005 County SUBJECT: AUTHORIZATION TO ACCEPT HEAD START and EARLY HEAD START COST OF LIVING ADJUSTMENT AND TRAINING AND TECHNICAL ASSISTANCE AWARD. SPECIFIC REQUEST(S)OR RECOMMENDATION (S)& BACKGROUNDAND JUSTIFICATION RECOMMENDATION IS): APPROVE and AUTHORIZE the Community Services Director to accept a Financial Assistance Award in the amount of $180,803 from the U.S. Department of Health and Human Services, Administration for Children and Families for the County's Early Head Start and Head Start Programs for the period from January 1, 2005 through December 31, 2005 for the following categories: Category Descri tion Grant Funds Awarded Early Head Start Cost of Living Adjustment $ 19,395 Head Start Cost of Living Adjustment $ 160,644 Early Head Start Training & Technical Assistance $ 764 TOTALS $ 180,803 FINANCIAL IMPACT: This award is funded by the U.S. Department of Health and Human Services, Administration for Children and Families (ACF). Funding for this Award is reflected in the Community Services Department's FY 2005-06 Budget. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus,-to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONSIBACKGROUND: On June 21, 2005, the Board of Supervisors approved the submission of two supplemental grant applications to the U.S. Department of Health and Human Services, Administration for Children and Families for the above referenced Head Start Program services. Acceptance of this award will provide the County's Early Head Start Program with Cost of Living Adjustment funds in the amount of $19,395, the Head Start Program with Cost of Living Adjustment funds in the amount of $160,644 and Training & Technical Assistance funds in the amount of$764.
