FISCAL IMPACT: The estimated cost of implementing the new security measures is$30,000 annually. The first year cost will*11 be closer to$32,400 because of one-time physical improvements to the Chambers and surrounding areas. Implementation costs would be charged to the General Fund. BACKGROUND: On August 9,2005, Supervisor Piepho raised concerns about security of the Board Chambers while meetings are in progress, The Board of Supervisors asked the Internal Operations Committee to review options and report back to the Board with recommendations to improve the physical security of the Board Chambers. It is important that the Supervisors, staff, and the public feel safe in attending public meetings of the County and in visiting County facilities. It is also important that staff and the public have reasonably convenient access to our facilities and are made to feel welcome in attending public meetings and conducting other business at County offices. Satisfying the need for safety and security and the need to present an open and welcoming atmosphere to staff and members of the public requires a careful balancing of these somewhat conflicting needs. The Internal Operations Committee considered options developed by the County Administrator, in consultation with the Office of the Sheriff and the General Services Department,that may be expected to improve security in and around the Board Chambers and still maintain a sense of openness and safety for staff and members of the public. The options provide a combination of controlled entry points and increased physical security as described below. The numbered items below correspond to numbered notations on the attached floor plan of the Board Chambers and surrounding areas. One-time Ongoing Total Est. Measure Cost Annual Cost Cost 1. TOTAL $4,20 $28920 $32,400 In addition to the recommended security improvements,the County Administrator presented an additional option to establish a screening station at the main(West)entrance of the Chambers to check individuals %wool other than staff for unauthorized objects such as guns,knives,or other possible weapons. The annual cost of this option was estimated to be$13,,400, Due to the negative impact this option would have on atmosphere of openness and accessibility,the IOC recommends that this option be suspended and reconsidered only if the recommended options do not achieve a noticeable improvement in security. Security During Board of Supervisors Meetings October 3,2005 Internal Operations Committee Page 3 Discussions among the staff of the County Administrator's Office, General Services Department, and the Sheriff's Department identified building and physical security issues that include and extend beyond the Board of Supervisors Chambers. We have examined the hardware and staff costs associated with high security screening such as is used at the court house entrances,and the costs for such measures are estimated to be approximately$250,000 annually. Such measures, as well as physically searching for unauthorized objects,could also result in a queue of people waiting to get into the building for meetings and appointments,and would greatly diminish the atmosphere of openness and accessibility that the Board Wishes to encourage. In this regard,the IOC concurs with the County Administrator's Office that, in lieu of implementing high security screening at the main entrance of the Administration Building, secure(keypad)entry locks should be installed on each floor of the building to prevent unauthorized access to non-public work spaces. --r�e 7S clo�-O'N b FLS ................... Julie Enea,Deputy County Administrator,,presented the options considered by the Internal Operations Committee(IOC). Supervisor DeSaulnier noted that he was unable to attend the IOC meeting in which this topic was discussed,but said that he would support the first three measures outlined on page two of the Board order.He said that he would not support the fourth measure,to station an armed,unformed security person in the chambers for an annual cost of$28,200.He suggested voting on the four measures individually. Supervisor Piepho thanked County staff for their review of and response to the security concerns, and said she concurred with Supervisor DeSaulnier. She noted that even if the fourth proposed measure to fund a security person is not approved today,the idea could be revisited at some point in the future. She proposed a motion to support measures one,two,and three as outlined on page two of IOUs recommendations. By a unanimous vote with none absent, the Board of Supervisors took the following action: DIRECTED the County Administrator to work with the Office of the Sheriff and the General Services Department to implement by December 1,2005 the following specified measures: (1) Install a system of restricted security card access for the east entrance of the County Administration Building; (2)Install a restricted-access keypad lock for the northeast Chambers door; and(3)Lock the north and south Chambers doors allowing limited access into and general access out of those doors during meetings.
