BACKGROUND:
The Human Relations Commission was established in September 1986 to foster peaceful
relations in the interest of preserving the public peace among citizens of different races,
religions and national origins; and to promote positive human relationship for the purpose of
insuring public peace, health, safety and the general welfare. The Commission consists of 18
members and one alternate. The Internal Operations Committee reviews nominations to all
seats on the Commission.
The Internal Operations Committee at October 4, 2005 meeting approved the re-appointment
of Mr. Grove. Supervisor DeSaulnier was absent from the meeting.

BACKGROUND:
The Alcohol and Other Drugs Advisory Board was established in August 1992. The
Advisory Board consists of 21 members: three nominated by each of the County
Supervisors, five At Large members and one At Large Alternate. The Internal Operations
Committee reviews appointments to the five At Large seats and their Alternate. Terms of
appointment are for three years.
On September 27, 2005, the Board of Supervisors referred to the IOC, Supervisor
DeSaulnier's nomination to appoint Tom Aswad to the District IV-B seat on the Advisory
Board. Mr. Aswad previously served as a District III representative.
