Recommendation:
ACCEPT report from the Health Services Department on the current status of transition of the
Homeless Hotline.

Background:
Due to budget reductions in the Homeless Program, responsibility for operation of the Homeless
Hotline was moved to the emergency shelter for single adults in Concord, effective July 1, 2005.
Anew County 800 number was implemented at the shelter for the purpose of shelter intakes only.
The Contra Costa Crisis Center has agreed to maintain their 800 number for homeless clients
calling for crisis services, motel vouchers and/or information and referral, and to refer requests for
shelter to the new County 800 number.
The report contains data on usage of the hotline for the period July 1 through September 9, 2005.
The Family and Human Services Committee has requested that the Health Services Department
provide another periodic update on status of the transition in approximately three months.

This report is to update the Committee on the operations of the Homeless Hotline. Prior
to Fiscal Year 05-06., the Contra Costa Crisis Center assumed responsibility of the
Homeless Hotline through a contract with Contra Costa County Health Services
Homeless Program.
Due to reductions in the Homeless Program's annual budget,the responsibility for the
operations of the Hotline was moved to the emergency shelter for single adults in
Concord., effective July 1, 20050
Anew 800 number was implemented at the shelter for the purpose of shelter intakes
ONLY. The Crisis Center agreed to maintain their 800 number for homeless people
calling for crisis,motel vouchers and/or information and referral, and refer requests for
shelter to our new 800 number.
A computer program compatible with our new Homeless Management Information
System was designed and implemented by our HMIS Administrator,Robert Asher. The
program was designed to provide information that would mimic the report that the Crisis
Center had provided, in order to maintain consistency in the data reported. Two existing
staff at the Concord shelter were trained to manage the calls and the database,
From July I through September 9,, 2005, the following information has been collected,
and here are some highlights ONLY: (see attached FULL report)
An average of 800 (duplicated) calls per month were made to the shelter Hotline;
-359 unduplicated individuals have requested shelter;
-129 reported that they are CHRONICALLY homeless, or 36%;
-222 are male; 137 are female;
-179 are African-American; 133 are White;
-127 homeless individuals were placed at the Richmond shelter;
-75 homeless individuals were placed at the Concord shelter;
-8 homeless youth, ages 18-21,were placed into Calli House annex, at the Richmond
shelter;

-274 were given waiting list information;
-The majority(82) called from Concord; 78 from Richmond; 45 from Antioch; 27 from
Pittsburg;
-97 reported to be living on the street; 72 are living with friends; 41 in a vehicle;
-196 reported no financial resources; 78 on SSI; 9 on General Assistance;
-27 individuals are veterans.
The total number of calls received on a monthly basis (877) are slightly lower than the
average number that had been received by the Crisis Center(1200). However,this could
be a result of the Hotline's (at the Concord shelter)purpose being ONLY for shelter, as
opposed to the Crisis Center's hotline having been used for shelter and other needs
related to homelessness.
One observation is a dramatic change in the number of NEW clients/first-time callers
contacting the Hotline at the shelter to request shelter placement. We are not sure as to
why this is occurring; however, we do know that many more clients in the shelters are
being placed in permanent housing(85%), allowing for more newcomers into the system
rather than the repeat users of the shelter system.
