Costa; �o � County DATE: October 4, 2005 SUBJECT: ALLOCATION OF TOSCO REFORMULATED GASOLINE PROJECT RETURN-TO-SOURCE FUNDS from FY 2003-04 RECOMMENDATION: APPROVE and AUTHORIZE the allocation of$65,836 of FY 2003-04 property tax return-to-source funding from the Tosco Reformulated Gasoline project for projects in the Rodeo, Crockett, and Tormey communities as recommended by the District II Supervisor and the Tosco Return-to-Source Steering Committee. BACKGROUND: In 1995, the Board of Supervisors authorized sharing a portion of the property tax increment resulting from the Tosco Reformulated Gasoline Project with the Crockett and Rodeo communities for the purpose of economic development. Subsequently, the Tosco Return-to-Source Steering Committee identified projects to be funded in the communities and agreed to distribute the funding as follows: 45% to Rodeo, 40% to Crockett, and 15% to Tormey. On June 24, 2003, the Board of Supervisors approved the allocation of$658,409 of return-to-source funding, as recommended by the District II Supervisor and the Return-to-Source Steering Committee. That amount represented the accumulation of funding from the inception of the designation through FY 2002-03. Funding was provided to Rodeo community projects in the amount of$298,284, to Crockett projects in the amount of$263,364, and to Tormey projects in the amount of$98,762. Subsequent to that action, the County received property tax information to determine that an additional $65,836 was available for FY 2003-04 distribution. In accordance with the Return-to- Source Steering Committee's recommended formula for distribution, the funding would provide an additional $29,626 for Rodeo projects, an additional $26,334 for Crockett projects, and an additional $9,875 for Tormey projects.
