SUBJECT: Signature Authority - Homeland Security Grants
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION:
ADOPT Resolution #2005/594 authorizing the Sheriff, or his designee, to execute Homeland
Security grant documents on behalf of the Contra Costa County Anti-Terrorism Approval
Body for Homeland Security grant funding awarded to the Operational Area.
II. FINANCIAL IMPACT:
NONE. There are no cost-share or match requirements associated with this funding.
III. BACKGROUND:
The application and acceptance of funding of the Homeland Security grants was approved
by the Board of Supervisors. Grants that were applied for and funded are the FY01 State
Domestic Preparedness Grant, FY02 State Domestic Preparedness Grant, FY02
Supplemental Appropriation for Emergency Operations Planning, FY03 State Homeland
Security Grant Part I, FY03 State Homeland Security Grant Part II, FY04 State Homeland
Security Grant, and the FY05 State Homeland Security Grant.
Signature Authority is required for the execution of grant documents, the submission of
progress reports, and the request of reimbursement for authorized expenditures. Although
some of the grants have expired, they are still subject to audit and require current Signature
Authority for that process.
Signature Authority was established and approved for each of the grants at the time of
application. However, the retirement and promotion of personnel within the Office of the
Sheriff necessitates the deletion of previously authorized signatures. This Resolution will
designate Signature Authority by position.

SUBJECT: Signature Authority
WHEREAS,the County of Contra Costa is applied for and received funding under the State
Homeland Security Grant Programs; and,
WHEREAS, the Contra Costa Anti-Terrorism Approval Body has been appointed and is
comprised of the following members:
Dr. William Walker, County Public Health Officer
Chief Keith Richter, County Fire Chief
Chief Jim Parrott, Municipal Fire Chief
Sheriff Warren Rupf, County Sheriff
Chief David Cutaia, Chief of Police; and,
WHEREAS,, the California Office of Homeland Security requires Signature Authority in
order to execute the grant documents, submit progress reports, and request reimbursement
for expenditures;
THEREFORE, BE lT RESOLVED by the Board of Supervisors of Contra Costa County,that
the representatives by title below are hereby designated as Authorized Officials and are
authorized to execute for and on behalf of Contra Costa County, a public entity established
under the laws of the State of California, applications and documents for the purpose of
obtaining financial assistance:
