Barry, AICP - �� Contra Community Development Director Costa DATE: September 20, 2005 County SUBJECT: Grant from the Metropolitan Transportation Commission for Transportation Planning in Bay Point SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS REFER to the Transportation, Water and Infrastructure Committee the matter of a $60,000 planning grant offered to the County by the Metropolitan Transportation Commission to develop a community transportation plan for Bay Point; and REQUEST the directors of Community Development, Employment and Human Services, Health Services and Public Works to send department representatives to assist the Committee in developing a recommendation for the Board. FISCAL IMPACT NONE to the General Fund. The County may use the grant funds to cover staff time, consultants' time or both. If the Board authorizes staff to accept the grant and develop the proposed plan, and additional funds are needed beyond the grant amount, the Board would need to allocate funds from the Unfunded Mandate account to cover County costs, seek other funding for these costs, or request the Metropolitan Transportation Commission to manage the project. (via CDD) G:\TransportatioMGrei�er\Board Order\Bay Point CBTP referral for Sept 20 2005 Corrdoc IAT`C PLANNING GRANT FOR BAY POINT SEPTEMBER 20, 2005 Page 2 BACKGROUND/REASONS FOR RECOMMENDATIONS The Metropolitan Transportation Commission (MTC) several years ago selected about 25 locations in the Bay Area for a program it calls Community-Based Transportation Planning.The program focuses on low-income and minority areas and seeks to develop solutions to the most pressing transportation needs as identified by the residents of each community. Bay Point is one of the communities selected for the program. To finance the development of the transportation plan,the Metropolitan Transportation Commission(MTC)offers a$60,000 grant. The grant funds come from State Transit Assistance revenue that is allocated by MTC. These funds originate from the state sales taxon gasoline and diesel fuel. A community transportation plan was developed under this program for the Richmond/North Richmond/San Pablo area in 2004. The Board of Supervisors received and accepted that plan upon its completion, and some of its recommendations are being implemented by the West Contra Costa Transportation Advisory Committee and a local non-profit called Neighborhood House of North Richmond. County staff participated in the development of that plan. Preparation of the plan was managed by MTC Another community transportation plan is currently being developed for the Monument Boulevard Corridor in Concord. The City of Concord is expected to serve as lead agency for this effort. Exhibit A is a description of the program provided by the Metropolitan Transportation Commission. Staff recommends the Board refer the matter to the Transportation, Water and Infrastructure Committee. The Committee will need to discuss several aspects of the proposal, including the degree of involvement from several County departments that could be affected by the plan,the structure of the planning process, and how to coordinate the plan and avoid duplication with related activities sponsored by the County and others. These related activities include the update of the County's Welfare-To-Work Plan, the County's Healthy Neighborhood Project in Bay Point, and a community planning process focusing on access to health care that is being conducted by the Transportation and Land Use Coalition. County departments likely to participate in the proposed planning process include Community Development, Public Works, and Employment and Human Services, as well as the Redevelopment Agency. The Pittsburg City Manager has also been included in this referral in case the City is interested in including part of the City in the planning process. Last year's community planning process in Richmond, North Richmond and San Pablo was a joint effort involving the County and the Cities of Richmond and San Pablo. If the process moves forward,the County will have to identify a suitable manager for the project and sign a grant contract with the Metropolitan Transportation Commission to use the$60,000 grant.
