Reasons for Recommendations and Background: The current FY 04/05 contract with Panagraph, Inc. begins on September 1, 2004, overlapping with the previous FY 03/04 contract which was amended to extend the termination date to September 30, 2004. The FY 04/05 contract begin date must be amended to October 1, 2004 to 0 eliminate the overlap between the FY03/04 and FY 04/05 contract. IV.
