RECOMMENDATIONS
ACCEPT the 2004 Advisory Body Annual Report for the Bay Point Redevelopment Project Area
Committee (PAC).
FISCAL IMPACT
No General Funds were utilized. Redevelopment Agency funds are used to staff the PAC.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Board policy requires that regular and ongoing board,commission,or committees shall annually report

I. Activities: The Bay Point Redevelopment Project Area Committee (PAC) continued its work in
reviewing various development proposals, including the 45-acre Bay Harbor Commerce Center,
commercial, mixed-use and multiple-family projects along Willow Pass Road, various three-lot
subdivisions, continuation of the North Broadway infrastructure and residential project, and Waterfront
and Specific Plan implementation.
Many of the topics the PAC considers are relevant to the Bay Point Municipal Advisory Council (MAC).
Portions of seven of the ten PAC meetings held were joint meetings with the MAC.
11. Accomulishments: As described above, the PAC has had some major accomplishments, including
beginning of construction for the North Broadway Residential Project and implementation of the Bay
Point Waterfront Plan.
III. Attendance: The terms for all seats for the Bay Point Project Area Committee expired June 30, 2003*
Those PAC members previously serving continue to serve until replaced. The current PAC members
have fully participated in meetings, workshops, and subcommittees, as needed. Only six of the seven
seats were filled for the entire year, due to one of the members (George DelaCruz) moving out of the
community in April and attending only two of the ten meetings in 2004. Another member (Hilleen
Schwartzenberger) attended only five of the ten meetings in 2004 Every meeting held in 2004 had a
quorum.

IV. Training/Certification: The PAC members participated in the required training in 2002. By January 8,
2003, all members had submitted their training certifications to staff.
V. Proposed Work Plan/Objectives for Next Year: The work plan/objectives for next year include
working on the implementation of the Waterfront Plan and Pittsburg/Bay Point BART Station Area
Specific Plan, and seeing the completion of the multi-year, multi-million dollar North Broadway
Infrastructure and housing project.
The PAC will also continue to implement the Community Group Funding Program for neighborhood
beautification projects initiated by volunteer groups in Bay Point. This activity will both enhance the
physical image of Bay Point,and develop the capacity and financial resources of community groups. The
Bay Point PAC will continue to work with the Bay Point MAC on the review of land use applications for
the area.
