ACKNOWLEDGE that the Board of Supervisors adopted a policy on Board Member Committee Assignments on March 21, 2000. 2. ACKNOWLEDGE that adoption of a new Master Resolution with a complete roster of all appointments is required by Board policy whenever terms expire or new appointments are made. 3. INDICATE that this RESOLUTION supersedes in its entirety Resolution No. 2005/4 which was adopted by the Board of Supervisors on January 18, 2005. 4. APPOINT Supervisor Mary N. Piepho and Supervisor Federal D. Glover to a newly created eBART Partnership Policy Advisory Committee. FISCAL IMPACT NONE. BACKGROUND/REASONS FOR RECOMMENDATIONS The commuter rail concept now known as "eBART 19 was developed through a study conducted in 2000-2002 involving BART, the Contra Costa Transportation Authority (CCTA), and TRANSPLAN, which is the regional transportation planning committee for East County. BART and the CCTA have established a new policy advisory committee to oversee project development for the system. The structure of the new eBART Partnership Policy Advisory Committee is described in Exhibit A, which is a letter from CCTA to BART. As described in the Exhibit, the structure of the committee allows for"one or two members of the Board of Supervisors whose districts significantly incorporate the area served by the proposed transit services." Districts III and V both meet that description. There are two proposed stations in Antioch, one in Oakley, one in Brentwood, and one in Byron. The transfer station between eBART and BART is proposed to be the existing Pittsburg/Bay Point BART Station. The Cities of Antioch, Oakley, Brentwood and Pittsburg will be represented on the new Policy Advisory Committee by their city councilmembers who serve on TRANSPLAN. BART will be represented by BART Directors Joel Keller and Gail Murray. The Board of Supervisors is asked to designate one or two members of the Board to serve on the committee.
