SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. RECOGNIZE the Community Development Department (Dennis Barry, Director) for
outstanding achievement and adherence to the goals and objectives of the County's
Small Business Enterprise Program in 2005.
2. RECOGNIZE the General Services Department (Kevin Berenson, Purchasing Agent)
for outstanding achievement and adherence to the goals and objectives of the County's
Outreach Program in 2005.
3. RECOGNIZE the Cooperative Extension (Shelley Murdock, Director) for the most
improvement in implementing the goals and objectives of the County's Outreach
Program in 2005.

BACKGROUND
On December 13, 1999, the Board of Supervisors approved the Small Business Enterprise
Program for the purpose of providing small businesses a designated share of County business.
The program covers construction contracts of$25,000 or less, purchasing transactions of
$50,000 or less, and professional/personal services contracts of$50,000 or less. For those
contracts and transactions that are not exempt from the program, 50% of the dollar amount will
be awarded to small businesses, as defined in the program. The Board directed the County
Administrator to work with County departments to implement the program and referred the
program to the Internal Operations Committee for continuing policy oversight and development
of recommendations for program changes, if warranted.
The Outreach Program was adopted by the Board of Supervisors in August 1998 to promote
broad outreach to all businesses, currently including minority-owned, women-owned, disabled
veteran-owned, small, local, and other businesses, and applies to service contracts in the
amount of$2,500 or more and purchasing contracts that exceed $10,000.
In 2003, the Board of Supervisors established a program to formally recognize departments that
are actively complying with the spirit of the SBE and Outreach programs. The Internal
Operations Committee has provided policy oversight on the programs since their inception, and
makes recommendations to the Board of Supervisors each January on those departments
whose program performance during the prior year merits special recognition.
We are pleased to nominate the Community Development Department, the General Services
Department, and Cooperative Extension for special recognition for 2005.
