SUBJECT: Update on Services Provided by Crestwood
Behavioral Health, Inc. for the Mental Health Division
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ACCEPT an update from the Health Services Department, Mental Health Division, and
Crestwood Behavioral Health regarding the management and security of the Crestwood
facility in Pleasant Hill and the status of its operations.
FISCAL IMPACT:
No financial impact.
BACKGROUND:
This report is an update on the services provided, management and security of the
Crestwood Behavioral Health Center located in Pleasant Hill. Crestwood Healing Center
opened October 10, 2003.
As of January 11, 2006 there are 50 residents in two distinct programs —20 in the Adult
Residential Facility and 30 in the Mental Health Rehabilitation Center. Additionally, the
sixteen bed Residential Treatment Facility is scheduled to open in March 2006.

Many of the consumers are enrolled in community college courses or vocational training,
or working at part time jobs, including the following:
• Twenty-one consumers are currently involved in the pre-vocational program. The
pre-vocational program allows consumers to work side-by-side staff learning the
various skills needed for jobs in the Healing Center. This may be in the kitchen,
landscaping, housekeeping, laundry or secretarial.
• Five consumers are currently working for a wage for Crestwood through vocational
programs. Three consumers have recently applied for this program.
• Two consumers are currently employed at local businesses.
• Seven consumers are currently enrolled at outside schools.
• Six consumers are attending weekly Horticulture classes at Diablo Valley College.
• One consumer is attending consumer-provider training at Cal State East Bay.
• One consumer is attending tutoring classes through Project Second Chance.
• One consumer is volunteering at a senior citizen facility in the community.
• One consumer is taking orientation classes to become a Red Cross volunteer.
We last reported to the Board of Supervisors in December 2004 and since that time two
consumers left the facility and did not return. Those two consumers were on temporary
conservatorship; when they left the facility, those conservatorships were dropped and the
consumers did not return. Consumers remain actively involved in the community. Many
consumers have transitioned from the MHRC program into the lower level board and care
program (The Bridge), independent living or have moved home with family members. The
Neighborhood Committee has not requested a meeting to discuss the facility in more than
6 months.
