SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee(Donna Wigand) to execute on
behalf of the County, Contract #24-941-8 with True to Life Children's Services, anon-profit
corporation, in an amount not to exceed $70,000, to provide a residential treatment program for
mentally or emotionally disturbed children for the period from January 1, 2006 through June 30,
2006. This Contract includes asix-month automatic extension through December 31, 2006, in an
amount not to exceed$70,,000.
FISCAL IMPACT:
This Contract is funded 100%by Individuals with Disabilities Education Act(IDEA)/SB 90 Funds.
No County Funds are required.
CHILDREN'S IMPACT STATEMENT:
This SB 90 program supports the following Board of Supervisors community outcomes: "Children
ready for and succeeding in school"; "Families that are safe, stable, nurturing"; and "Communities
that are safe and provide a high quality of life for children and families". The expected outcomes
include all goals identified by Children's Statewide System of Care guidelines including increasing
and maintaining school attendance as measured by school records; an increase in positive social and
emotional development as measured by the Child and Adolescent Functional Assessment Scale
(CAFAS); an increase in family satisfaction - as measured by the Parent Satisfaction Survey;
decreased used of acute care system; and placement at discharge to a lower level of care.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides a residential
treatment program, including mental health services, medication support, crisis intervention, and
case management for mentally or emotionally disturbed children.
Under Contract #24-941-8, the Contractor will provide residential treatment services through June
30,20069

SUBJECT: Approval of Novation Contract#24-959-11 with Family Stress Center 40
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Novation Contract #24-959-11 with Family Stress Center, anon-profit
corporation, in an amount not to exceed $70,000, to provide mental health services to recipients of
the CalWORKs Program for the period from July 1, 2005 through June 30, 2006. This Contract
includes asix-month automatic extension through December 31, 2006, in an amount not to exceed
$35,000.
FISCAL IMPACT:
This Contract is funded 100% -by State CalWORKs Funds through the Employment and Human
Services Department.
BACKGROUND/REASON(S)-FOR RECOMMENDATION(S):
In August 1997, the State of California Legislature passed Assembly Bill 1542 which-brought
major changes to the welfare programs previously operated by the State. Among the changes was
a provision that required treatment of substance abuse and mental illnesses of Welfare-to-Work
participants, when these conditions interfere with participation in Welfare-to-Work activities.
Subsequently, the County's Employment and Human Services Department and Health Services
Department signed an Interdepartmental Services Agreement (#21-427), which allowed the
Health Services Department to provide substance abuse and mental health services to Welfare-to-
Work participants
referred by the Employment and Human Services Department.
On January 18,2005,the Board of Supervisors approved Novation Contract#24-959-10 with Family
Stress Center for the period from July 1, 2004 through June 30, 2005, (which included asix-month
automatic extension through December 31, 2005) for the provision of mental health services,
including individual, group and family collateral counseling, case management, and medication
management services to CalWORKs participants to reduce barriers to employment.
Approval of Novation Contract #24-959-11 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30,2006.

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Contracts specified on the attached Addendum, in an amount not to exceed
$50,000, to provide Medi-Cal mental health specialty services, for the period from February 1, 2006
through June 30,2008.
FISCAL IMPACT:
This Contract is funded by 49% State and 5 1% Federal FFP Medi-Cal Funds.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
On January 14, 1997,the Board of Supervisors adopted Resolution#97/17, authorizing the Health
Services Director to contract with the State Department of Mental Health to assume responsibility
for Medi-Cal mental health specialty services. Responsibility for outpatient mental health
specialty services involves contracts with individual, group and organizational providers to
deliver these services.
Approval of this Board Order will allow the Contractors to continue providing Medi-Cal mental
health specialty services through June 30,2008.

individual, in an amount not to exceed $49,920, to provide consultation and technical assistance to
the Department's Homeless Division as the Administrative Services Coordinator for the period from
February 1,2006 through January 31,2007.
FISCAL IMPACT:
This Contract is funded 100% by Federal Substance Abuse and Mental Health Services
Administration(SAMHSA) and HUD Funds.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
On February 1, 2005, the Board of Supervisors approved Contract #25-060 with Evan L. Smith to
provide consultation and technical assistance to the Department's Homeless Division as the
Administrative Services Coordinator including, but not limited to, data and statistical analysis,
assistance in preparing grant applications and budgets, and processing contracts, for the period from
January 24,2005 through January 31,2006.
Approval of Contract #25-060-1 will allow the Contractor to continue to provide services, through
January 31,2007.

Approve and authorize the Health Services Director, or his designee (Wendel Brunner, MD) to
execute on behalf of the County, Contract #25-062 with Kimberly Baello, aself-employed
individual, in an amount not to exceed $73,028, to provide consultation and technical assistance to
the Homeless Division with regard to the Homeless Management Information System, for the period
from January 1,2006 through December 31,2007.
FISCAL IMPACT:
This Contract is funded 100% by Federal McKinney-Vento Funds, through a Housing and,Urban
Development(HUD)Supportive Housing Program Grant.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
The Federal Housing and Urban Development Unit requires the County to maintain a database in
order to continue to receiving McKinney-Vento funding. The Homeless Management Information
System is being implemented to meet this HUD requirement and to allow for more effective
collection and sharing of information between agencies, identify gaps in delivery of services and to
streamline emergency shelter and supportive service delivery for the homeless.
Under Contract#25-062,, Kimberly Baello will provide consultation and technical assistance to the
Homeless Division with regard to the Homeless Management Information System including, but
not limited to, establishing procedures for data*management, coordinating rollout of software
application, ensuring security, confidentiality and quality of information within the system and
coordinating training, through December 31, 2007.
