RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf
of the County, Novation Contract #74-164-3 with Sunny Hills Services (formerly Sunny Hills Children's
Garden), anon-profit corporation, in an amount not to exceed $235,308, to provide a Day Treatment program
for Seriously Emotionally Disturbed(SED)children, for the period from July 1, 2005 through June 30, 2006.
This contract includes asix-month automatic extension through December 31, 2006, in an amount not to
exceed$117,654.

This Contract is funded 35%by Federal Medi-Cal(FFP)Revenue, 35%by State Early and Periodic Screening,
Diagnosis and Treatment(EPSDT), and 30%by Individuals with Disabilities Education Act(IDEA/SB90).
CHILDREN'S IMPACT STATEMENT:
This EPSDT Program supports the following Board of Supervisors' community outcomes: "Children Ready
For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an
increase in positive social and emotional development as measured by the Child and Adolescent Functional
Assessment Scale(CAFAS)and placement at discharge at a lower level of care.

This Contract meets the social needs of County's population in that it provides Juvenile Court-mandated.
rehabilitative day treatment, mental health services, and medication support for SED children with emotional
and behavioral problems to keep these children in the community and out of State hospitals.
On December 7, 2004, the Board of Supervisors approved Novation Contract #74-164-3 with Sunny Hills
Children's Garden (now known as Sunny Hills Services) for the period from July 1, 2004 through June 30,
2005,which included asix-month automatic extension through December 31, 2005, for the provision of a Day
Treatment program for Seriously Emotionally Disturbed(SED)children.
Approval of Novation Contract #74-164-4 replaces the automatic extension under the prior Contract and
allows the Sunny Hills Services to provide services through June 30,2006.

RECONIlVIENDATION(S)
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute
on behalf of the County, Novation Contract #74-177-3 with Mental Health Systems, Inc., a non-
profit corporation, in an amount not to exceed $53,250, to provide mandated mental health services
for mentally or emotionally disturbed children for the period from July 1, 2005 through June 30,
2006. This Contract includes asix-month automatic extension through December 31, 2006, in an
amount not to exceed$26,625.
FISCAL IMPACT:
This Contract is funded 100%by Individuals with Disabilities Education Act(IDEA)/SB-90.
CHILDREN'S IMPACT STATEMENT:
This Mental Health program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing";
and "Communities that are Safe and Provide a High Quality of Life for Children and Families".

health services for mentally or emotionally disturbed children.
Approval of Novation Contract#74-177-3 replaces the automatic extension under the prior Contract,
and allows the Contractor to continue providing services through June 30,2006.

This Contract meets the social needs of County's population in that it provides ongoing operational
funding for mental health homeless outreach facilities in West,Central, and East County
On November 30, 2004, the Board of Supervisors approved Novation Contract #24-385-29 with
Phoenix Programs, Inc. for the period from July 1, 2004 through June 30, 2005, (which included a
six-month automatic extension through December 31, 2005) for the provision of mental health
outreach services for the homeless mentally ill.
Approval of Novation Contract #24-385-30 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30,2006.

services for Severely emotionally Disturbed (SED) children, for the period from July 1, 2005
through June 30, 2006. This Contract includes asix-month automatic extension through

FISCAL IMPACT:
This Contract is funded 34% by Federal Medi-Cal (FFP),, 34% by State EPSDT Funds,, and 32% by
SB90 Claim. There is no net County cost associated with this contract.
CHILDREN'S IMPACT STATEMENT:
This SED. Program supports the following community outcomes: "Children Ready for and
Succeeding in School"; "Families that are Safe, Stable and Nurturing"; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes
include all goals identified by Children's Statewide System of Care guidelines including an increase
in positive social and emotional development as measured by the Child and Adolescent Functional
Assessment Scale(CAFAS).
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides subacute treatment
services for SED children to reduce the need for hospitalization.
On November 2, 2004, the Board of Supervisors approved Novation Contract #24^859-13 with
Edgewood Center for Children and Families, for the period from July 1, 2004 through June 30,,
2005, (which included asix-month automatic extension through December 31, 2005) for the
provision of day treatment services for severely emotionally disturbed children.
Approval of Novation Contract #24-859-14 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30, 2006.

program and medication support services for Seriously Emotionally Disturbed children, for the period from
July 1, 2005 through June 30, 2006. This Contract includes asix-month automatic extension through
December 31,2006,in an amount not to exceed$75,000.

On September 21., 2004, the Board of Supervisors approved Novation Contract #24-920-7 (as amended by
Contract Amendment Agreement#24-920-8) with Fred Finch Youth Center, for the period from July 1, 2004
through June 30, 2005, (which included asix-month automatic extension through December 31, 2005) for the
provision of an intensive day treatment program and medication support services for seriously emotionally
disturbed children at its Fred Finch Youth Center Residential/Day Treatment Programs.
Approval of Novation Contract #24-920-9 replaces the automatic extension under the prior Contract and
allows the Contractor to continue providing services through June 30,2006.
