I would like to call your attention to the inequities of the upcoming Vessel Sanitation and moormling
Ordinance. I have owned and operated self contained cabin style bow in the Mlta for over 30 years.
As a recreational boater you will rind no one more concerned about the polution and protection of our
Delta.(We fish,and swim in it).
This Ofinance as written is wtamount to killing the hone to cure it. Recreational boating is one the
major assets of our community'. To implement some of the components of this ordinance would greatly
firruit boating recreation as we know it
Hem are some of the problems I have with it
Wakes; This ordinance implies that a wake is only distructive if it has a white crest This is a gross
mistake- Swells created without white eresu by boats can be very distractive.
Speed Zones created by proximity of small craft under 16 feet This does not account for P.W.C.
(Personal Water Craft)Wave runna-I Jet skis,etc. If this was enforced it would greatly limit normal
erasing speeds in open water- Generaly P.W.C.operators enjoy boat wakes as a chalan
IV so.
Electrical and Water Dock hookups. Not alowing cords and hoses on the docks. This has been a
practice since the availabilty of power and water at the docks.Clow would you propose we avail
oursevels to these services.
Prohibiting Nwharge of Treated Sewage. At present all boat%with living conditions must have
holding systems or approved sewage treated discharge equipment on board- State approved treated
sewage systems,are expensive and reliable. Limiting boats with then systems would ready hamper
their normal use. This type of discharge has been deemed safe by the State and to counter that would
cause ICVJ action.
At present them are State laws in place that address most of the issues concerned by the ordinance. It
would be my suggestion that the Board ask the state to enforce their_
1tis obvious that the designers of this Ordinance are not familiar with boating. If you must have a
boating ordinance would please consult with thoes who have a hands on understanding of the situation
and not kill the horse.

comments on,,ihe county"s proposed ordinance on vessel sanitation and mooring (200.5-02).
we appreciate and fully support the county's de-girc to better regulate derelict and abandwed
boats, provide the countysheriff with necessary enforcement tools, and pTevent the duMpIng OT
"human waste i-lto the bay. As a non-profit organization working to protect the environment and
public health io-ire cornpIctely support the last goal. Specifically,we support the requirement that
in order to rnooT a boat on county waters it must have a certified sanitation device, a self-
contained port.lble toilet, and a legal connection to a permitted public sewer. We believe these
requirements vill help to significantly reduce, if not eliminate,human i�,raste contamination of the
bay.

Given the Board of Super-visor's willingness to address the emronrnental.impacts of boating,we
would urgc thy;,county to place on an upcoming agenda the issue of pr6hibiting the marine two-
stroke engine, as well as Personal watercraft operation on county waters. As, you may be a.Nvare,
government ag---Mc i es such as the Tahoe Regional Planning Agency (TR-PA.)and Marin County
have passed pri)hibitions on two-strokes and personal\v-atercraft respectively. At Tahoc, the
TRPA bellevcti,their two-stroke ban is responsible for the dramatic decline in the lake's
hydrocarbon pollution.
Blucwater Nawork maintains an extensive library on the impacts of two-.strokes and personal
watercraft(also known by the trade name "jaski"). Many of these matc-.ri'als can be found on our

another, I feel that it is important that boaters should be welcomed to
Contra Costa County not unfairly attacked when they enter our waters.
Contra Costa County should also cease and desist efforts to shut down
marina operations within the County.

I am not appreciative of this fact and will be addressing this again in
the future.

I an writing to let you know that as a boater and constituent who is watching and will continue to watch the Vessel
Sanitation and Mooring Ordinance, I am opposed to this ordinance. Furthermore, I will be considering carefully
for whom I vote in upcoming elections based on the outcome of this ordinance.
I am opposed to the ordinance because the regulations within"California Boating Law" already exist to address
most if not all,of the issues you state you are trying to address in this ordinance. I am requesting you remove this
ordinance from the hearing agenda enda and vote scheduled for Tuesday, January 18th. Further, I am requesting this not
be rescheduled.
California Boating Law should be recognized by Contra Costa County (much like the Uniform Building Code) and
the sheriff's office should enforce it.
As a member of the boating community at large, and because the boating community represents 15 Billion Dollars
of revenues in one form or another, I feel it is important that boaters should be welcomed to Contra Costa County,
not unfairly attacked when they enter our waters. Contra Costa County should also cease and desist efforts to shut
down marina operations within the County.
I am not unaware of the County's general plan to try to rezone marinas. I am not appreciative of this fact and will
be addressing this again in the future.
As a member of Contra Costa County at large, I am growing tired of County Staff using new ordinances,rules, and
regulations as a means of revenue generation.
