SUBJECT: ALLOCATION OF TOSCO REFORMULATED GASOLINE PROJECT
RETURN-TO-SOURCE FUNDING FOR A RESIDENT DEPUTY IN RODEO
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the allocation of$40,000 of property tax return-to-source funding from the Tosco Reformulated
Gasoline Project for a Resident Deputy in the Rodeo community as recommended by the District 11 Supervisor.
BACKGROUND:
During the FY 04105 budget process, the Sheriff's Office eliminated funding for seven (7) Resident Deputy positions
countywide, including the Resident Deputy assigned to the Rodeo community. In the past several months, Rodeo residents
continued to request that restoration of the Resident Deputy be explored and expressed concern that the loss of the position
would lead to increased crime and delayed response times by the Contra Costa County Sheriff's Department.
At their meetings on November 22nd and December 20th, 2004, the Board's Finance Committee heard reports on funding
options for continuation of the Resident Deputy and School Resource Officer Programs countywide. As part of those reports,
$60,886 of Tosco Reformulated Gasoline Project—Return-to-Source Funding (Rodeo Unocal)was identified as a resource
for partial funding of the Resident Deputy in Rodeo. Separately,the Board approved on January 11, 2005, a one-time fund
balance expenditure of$30,000 from Front Line Law Enforcement funds toward the Resident Deputy in Rodeo, The Finance
Committee and the District 11 Supervisor will continue to explore options for future funding into FY 05/06 and beyond.
In 1995, the Board of Supervisors authorized sharing a portion of the property tax increment resulting from the Tosco
Reformulated Gasoline Project with the Crockett and Rodeo communities for the purpose of economic development. On
December 4, 1995, the Finance Committee met with Crockett and Rodeo Community leaders to discuss property tax
revenues resulting from the UNOCAL Reformulated Gasoline Project. Testimony focused on the need for more police
services.
