SUBJECT: 2004 ANNUAL REPORTS FROM BOARD ADVISORY BODIES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
RECEIVE 2004 Annual Reports submitted by the Mobile Home Advisory Committee and the
Hazardous Materials Committee.
BACKGROUND:
On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires
that each regular and ongoing board, commission, or committee shall annually report to the
Board of Supervisors on its activities, accomplishments, membership attendance, required
training/certification (if any), and proposed work plan or objectives for the following year, on the
second Tuesday in December.
Annual reports shall follow the following format and shall not exceed two typewritten
pages:

Meetine,Time and Location: Meetings are held the third Thursday of each month, at 2:00 p.m., primarily at The
Summit Centre in Martinez,with occasional meetings at area Mobile Home Parks.

meeting held at 2 p.m. The board of Supervisors are always welcome to attend our meetings as guests
and speakers at our meetings during the year.
1. ACT S:
In the committee's continuing effort to keep up with problems in the counties Mobilehome
communities, we.have continued tohold meetings at different Mobilehome Parks including Sun Valley,
Concord Cascade Brookview.and others. The Committee has had guest speakers give presentations to keep
us informed and have includedrep .resentatives from Golden State Mobilehome Owners e,Contra Costa
Buil ' g ep P D artment/Permits and Services and Supervisor DeSaulnier.Presentations have also been given
by the Western Mobilehome Association and a.representative.of-the Contra Costa. County Rent Control
Ordinance Department.
Joyce McMullin,repress the county inspection department,has been able to keep the committee
u to date with continuing reports on park problems and sums of the inspection program with an occasional

and.welcomed presentation by Mr. Silva, chief property conservation division.
This committee has also had the privilege of a county Supervisor, Mark DeSaulnier, giving a
presentation and jommg us m an informative discussion.
II. ACCOMPLISI*A NTS:
Thanks to the committee's efforts,the Mobile/Manufactured Home Information Brochure,authored
by former committee member Marilyn Smith, has been updated and sent to all Mobilehome parks for
distribution to their residents. One of these brochures is enclosed with this report.
At our monthly meetings the committee has heard about and discussed rent increases,law and order,
water purity and sewage and electrical problems pertaining to Mobilehome.parks under the committee's
jurisdiction.
As in previous years.the Moliblehome Advisory Committee has had meetings at several parks,with
the permission of the management,and has held lively and interesting discussions with the attending tenants
and management personnel.

The Hazardous Materials Commission's major goals in 2004 were to implement and follow-up on a
full-scale self-evaluation process. This two-part retreat was planned and facilitated with the
assistance of the County's Training Institute, and was held in March and April of this year.
ACCOMPLISEMENTS
As result of the self-evaluation process,the Commission made several changes to its operating
procedures,including re-instituting monthly meetings of the full Commission and amending the
Commission's by-laws to include stricter attendance requirements.As a result of the retreat,the
Commission developed plans to evaluate emerging issues, involve and inform the Supervisors of
Commission activities, and engage the general public in Commission business.
The Commission also educated itself on a number of issues throughout the year including the County's
Underground tank program, industrial site security and vulnerability assessments,the EIR on proposed
amendments to the Industrial Safety Ordinance,Household Hazardous Waste,and Indoor Air Quality.
In December,the Commi*ssion is hosting a panel discussion on the Precautionary Principle,an emerging
concept of pollution control and management.
ATTENDANCE/REPRESENTATION
The 13-member Commission has members from organized labor, environmental groups, industry, cities,
environmental engineering firms, and the public at large. The Commission has membership from all
regions of the County. All seats on the Commission were occupied this year. The Commission held 10
meetings this year, as well as 9 meetings of the Operations subcommittee and 9 meetings of the Planning

and Policy Development subcommittee. All of the full Commission meetings obtained a quorum,with an
average of 8 of the 13 members or their alternates being present at these meetings.
TRAINING/CERTIEFICATION
No training or certification was provided or conducted.
PROPOSED WORK PLAN/OBJECTIVES FOR NEXT YEAR
Next year the Commission intends to continue monitoring the Environmental Justice Policy, the pilot
project on illegal dumping, and the Hazardous Materials Programs drug lab clean-up policy, as well as
how state Environmental Justice policies are applied to the County. The Commission also plans to
complete the evaluation of policy options around Indoor Air Quality and Household Hazardous Waste
and consider the application of the Precautionary Principle to County policies. The Commission will
continue to implement the changes and activities that came out of the self-evaluation process. The
Commission will also respond to any requests from the Board of Supervisors and continually evaluate
emerging issues,including the Precautionary Principle.
