Knight Assistant County ..,��., .T Administrator—Director of Human Resources = County DATE: January 18, 2005 01 SUBJECT: P30019797 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AM JUSTIFICATION RECOMMENDATION: ADOPT Position Adjustment Resolution Number 19797 to Add an Employment and Human Services Division Manager — Project, Administrative Services Assistant III and Social Service Program Analyst position, in the Employment and Human Services Department FISCAL IMPACT: Employment and Human Services estimates the costs of this action as $309,204 annually, to be paid for by Federal funding and State Child Welfare Cohort 1 Grant. BACKGROUND: The Children and Family Services Bureau of the Employment and Human Services Department has been awarded Federal and State grants for five years to ensure families in need of intervention receive the most appropriate support to meet their needs. The Department has received $1,300,564 for fiscal year 200-2005. The Employment and Human Services Division Manager — Project will provide lead direction, oversight and supervision to program staff in order to create countywide community capacity within the community and faith based organizations. The Social Service Program Analyst will prepare written procedures and policies, facilitate community meetings and committees and prepare program reports to the grant funders. The Administrative Services Assistant III will be assigned to the fiscal division and will track the new grants and payments to specific contractors in order to execute the expanded objectives financed within the grants. AMEND the Performance Pay Plan to reflect the new salary level and the change from a seven (7) step range with five (5) merit steps and two (2) performance pay steps to a three (3) step salary range that includes one (1) merit step and two (2) performance pay steps. FISCAL IMPACT: This action reallocates the salary level of the Assistant County Auditor-Controller-Exempt downward from a top step salary of$10,921 to $10,842. Therefore, no increased cost is associated with the reallocation transaction. However, the Assistant County Auditor Controller--Exempt position is unfunded for FY 2004-05 and filling the position will result in an increased Net County Cost. For the remainder of the fiscal year, the increased NCC is $8,712 and will be covered from savings due to unanticipated vacancies. Savings will be realized in future fiscal years because of the reduced salary for the Assistant County Auditor-Controller class. REASONS FOR RECOMMENDATION/BACKGROUND.- This ECOMMENDATION/BACKGROUND:This action is necessary to ensure that the Auditor-Controller's proposed reorganization of the Administration Division is properly implemented. For the past seventeen years, the Office of the Auditor-Controller has had two top-level management positions to support the Auditor-Controller in managing the Office. The reorganization will permanently eliminate the funding of one of these top-level management positions and reallocate the duties accordingly. The proposed new salary level of the Assistant County Auditor-Controller- Exempt class is in alignment with other County fiscal/assistant department head positions. CONSEQUENCES OF NEGATIVE ACTION: Denial of this action results in maintaining the present salary level of the Assistant County Auditor-Controller position and the inability for the Auditor-Controller to reorganize the Administration Division to increase efficiency and decrease spending. Step Placement of Incumbent: An appointment to this class shall be made at Step 1 of the salary range. C. Merit Salary Increment Review: This is a single merit step class and is not subject to merit step increases. D. Performance Review: The appointing authority may, based upon an annual evaluation of work performance, award either one (1) 5% step increment or two (2) 5% step increments for outstanding performance and/or the achievement of �specific performance-based objectives (hereinafter referred to as outstanding performance) to the incumbent in the class of Assistant County Auditor-Controller- Exempt. This date may be set by the appointing authority upon return of the Salary Review Report to the Director of Human Resources or at another time prior to the extra review date six(6) months after the employee's annual evaluation date. If the employee received an outstanding pay step of 5% on his/her annual evaluation date, the appointing authority may, based upon an evaluation of work performance, award an additional 5% outstanding performance pay step effective six (6) months after the annual evaluation date on the first of the month. If an employee was not awarded an outstanding performance step on his/her annual evaluation date, the appointing authority may, based upon an evaluation of work performance, award one (1) or two (2) outstanding pay step(s) effective six (6) months after the annual evaluation date on the first of the month. In no instance, however, shall an employee be awarded more than two (2) 5% outstanding performance pay steps between annual evaluation dates. At the discretion of the appointing authority, effective the first of a calendar month, approval for outstanding performance pay may be rescinded, based upon an evaluation of work performance, at any time between annual evaluation dates. Any outstanding performance pay step(s) in effect on the employee's annual evaluation date are subject to evaluation by the appointing authority and must be affirmatively recommended by the appointing authority to continue or be increased. No salary step beyond Step 1 may be awarded for satisfactory performance. Steps 2 and 3 are reserved exclusively for outstanding performance pay. No provision of this section shall allow salary placement beyond the uppermost step of the salary schedule/level to which the class is allocated. E. The annual evaluation date for outstanding performance steps for employees shall be set by the appointing authority. F. FISCAL IMPACT: The fiscal impact for the reallocation of the class is $12,580 annually. Twenty-five percent of the cost of this action is covered by charges to revenue generating user departments. Therefore,the annual net county cost to the Human Resources Department is $9,434 and is within the Department's budget. REASONS FOR RECOMMENDATION/BACKGROUND: Reallocation of the salary of Human Resources Management Systems Coordinator is required to correct a salary inequity between the classes of Human Resources Management Systems Coordinator and Payroll Systems Accountant Il. Both are single-position classifications that are the key functional Human Resources or Auditor- Controller Systems representative on the County's"PeopleSoft/Kronos Team".An equity adjustment is required to insure that the incumbent of the Human Resources Management Systems Coordinator class,who is critical to the continued uninterrupted operation of the Human Resources/Payroll System, is compensated at the same salary level as the incumbent's counterpart class in the Auditor Controllers Department. Both incumbents are responsible for the development, update, and maintenance of the Human Resources/Payroll System and both are responsible for ensuring the accurate processing of the advance,semi- monthly, and monthly pays. Both classes have the same responsibilities for the system within each of their respective departments and both need to be paid at the same salary level. This action will allocate the salary of Human Resources Management Systems Coordinator to the same salary level as Payroll Systems Accountant II. CONSEQUENCES OF NEGATIVE ACTION: Denial of this action continues the inequity in salary between the two classifications, results in an improper salary level for the classification of Human Resources Management Systems Coordinator and could impact the Human Resources Department's ability to continue to accurately and timely provide paychecks and the same level of support for the development and maintenance of the County's PeopleSoft/Kronos System.
