RECOMMENDATION:
ACCEPT monthly update on the operations of the Community Services Department.
FISCAL IMPACT:
No impact from this update.
BACKGROUND:
To enhance oversight of the Community Services Department the County Administrator is conducting
monthly meetings with the department to receive updates on program issues and to plan and/or
authorize actions that may be needed. To ensure they remain updated regarding the status of the
program, the Board of Supervisors directed the County Administrator, or his designee, to provide
them with a monthly status report. I
Attached is the regular monthly report on the operations of the Community Services Department. This
report includes updates on fiscal and audit issues, personnel issues, the Policy Council, licensing
issues and other programmatic issues.

I am submitting the following report to ensure ongoing communication with the
County Administrator regarding all issues pertaining to the Head Start program and
the Community Services Department(CSD).
A. Board of Supervisors
1. On December 5, we provided a Department "Oversight Report"to the Board
of SupervisorsiFamily and Human Services Committee. The purpose of the
report was to communicate to the Board the most critical issues facing the
Department and what we're doing to address them. The key issues
highlighted were: preparing for the 2007 Federal Head Start Triennial
Review; teacher vacancies and recruitment; improving safety and security in
the classrooms; facility upkeep; and revitalizing the Economic Opportunity
Council and C+SBG Strategic Plan.
B. Fiscal and Audit Reports
1. Asa follow-up to the November"limited scope review"of state funded child
development programs by the California Department of Education, CSD has
instituted procedures that will require additional documentation from sub-
contractors toy support their payment demands for child services
reimbursements.
2. The Department of Community Services and Development conducted a
monitoring visit of our Home Energy Assistance and Weatherization
programs this month. The Auditor concluded the monitoring visit by
announcing that he had no findings this year.
3. The annual audit of the Department's child development program for the
fiscal year ending June 30, 2005 has been completed. It was conducted by an
independent audit firm, Caporicci & Larson. Their report was mailed to the
State in time to meet the December 16 deadline and copies were also sent to
the County Administrator's office and the Auditor-Controller. There were
only two technical findings, neither of which have any fiscal implications.
4. The Department's Head Start, Community Service Block Grant, and Energy
programs were selected for the FY 2004-05 Single County Audit by
Caporicci &Larson.
5. The Department has submitted its indirect cost rate proposal to the

C. Personnel Report
1. With the assistance of Risk Management,the Department has contracted
with a safety consultant firm, "Environmental and Occupational Risk
Management,"to provide customized training to our classroom teachers on
how to minimize injuries in the pre-school classroom environment.
Development of the customized curriculum has already begun, and the
training will bye provided in multiple locations in the next several months.
D. Policy Council
1. In November, two members of the Head Start Policy Council Executive
Committee attended the Region IX conference in Pasadena, CA to build
their leadership skills and gain a deeper understanding of issues that affect
our regional Head Start programs. The Policy Council chair reported on
what he learned to the Policy Council members during their November
meeting and provided them with ideas on how they can be active advocates
for families and communities.
2. The Policy Council received training on the "The Project Approach,"which
is a curriculum enhancement based on the in-depth study of a topic of
interest to children. Projects support the development of a child's cognitive
skills, dispositions, and feelings.
3. The 2005-06 Policy Council training calendar was presented during
November's�PC meeting. This calendar was developed by the Policy
Council Executive Committee from information gathered from members
about their i training interests and needs.
E. Special Projects/Activities
I. In an effort to focus on cold and flu prevention, CSD partnered with Contra
Costa Public Health to sponsor a special hand washing event at the GM-3
site in Richmond. Media such as CCTV, Public Health,the Contra Costa
Times, the Richmond Post, and New Dynasty TV came out to Room 10 to
film the children washing their hands and singing the hand washing song.
The event wIas a great success in communicating to the children and to the
public the ii+ portance of hand washing in the prevention of the cold and flu
virus.
2. Joe Valentine has been appointed to the Contra Costa County Workforce
Development Board and has agreed to serve on the Board's"Youth
Council." Services to at-risk youth is one of the strategic areas of focus for
the Department's Community Action Plan. Joe is also representing the
Department on the First 5 Commission, and has been nominated to be the
Commission's Secretary/Treasurer for 2006.
3. CSD has been awarded$3,000 by the California Head Start Association to
implement ithe First Smiles Oral Health Parent Training Project. Through
this project, a minimum of 75 parents and the teachers of their children will
be trained in the California First Five First Smiles oral health training
curriculum)in February 2006, in celebration of Children's Oral Health
Month. Tlie curriculum stresses the importance of baby teeth and provides
strategies to keep teeth healthy. A post training and six-month follow up
survey will be conducted to evaluate the effectiveness of this project.

Parents will be provided a gift bag of dental supplies for their entire family as
an incentive to attend the training.

RICHMOND --There's nothing like a catchy jingle to prevent colds or flu. At least that was the message of 19 Head Start
students who performed the jingle "Was i Your Hands" on Tuesday at the Congressman George Miller III Children's
Center.
The 3-to 5-year-olds performed the song to let the public know that the best way to prevent colds and flu Is by washing
hands and covering coughs and sneezes!The event was scheduled as part of National Hand Washing Awareness Week,
which runs from Dec. 4 to 10.
The same jingle, set to the tune of"Jingle Bells," was performed by 2,300 children at 28 Head Start locations around the
country.
