HomeMy WebLinkAboutMINUTES - 01112005 - D.2 4 Contra TO: BOARD OF SUPERVISORS FROM: STEVE WEIR, County Clerk-Recorder and Costa JOHN SWEETEN, County Administrator GATE: January 11, 2005 County SUBJECT: APPROVE and AUTHORIZE the Clerk-Recorder or designee to execute a contract with Elections Systems & Software for a Vote Tabulation System and Services SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE AND AUTHORIZE the Clerk-Recorder, or designee, to execute a contract with Election Systems & Software, Inc. (ES & S) not to exceed $8,981,853 to purchase and license vote tabulation equipment and related software and services. FINANCIAL IMPACT: Of the initial contract amount, $6,736,390 is earmarked for Contra Costa by Proposition 41 (the Voting System Modernization Bond, March 2002). Under Proposition 41, a local match of 25% is required, which is $2,245,463. Of this amount, not less than $1,725,000 shall be a credit by ES & S. The remaining $520,463 shall be covered by HAVA (Help America Vote Act) grants and/or local agency reimbursements and/or General Fund. General Fund contribution is capped at $300,000. tangoing licensing, maintenance and support will not exceed $375,000 annually, after the initial term of the contract (beginning 1/1/07). REASONS FOR RECOMMENDATION/BACKGROUND: Proposition 41 provided funding for local governments to upgrade their election systems. Conforming equipment for Contra Costa County's current system is not available. Due to the Federal Help America Vote Act (NAVA), by 2006 we must have in place a way to allow voters with physical and/or visual disabilities to vote confidentially and unassisted. Our current system does not allow for such access. CONSEQUENCES OF NEGATIVE ACTION: The department's existing tally equipment is over 20 years old and we are experiencing a dramatic increase in maintenance issues. Additionally, if we do not meet Federal HAVA requirements for accessibility and language issues by 2006, the County will be subject to State and Federal sanctions.
