Approve and authorize the Health Services .Director, or his designee (Haven Fearn) to execute on
behalf of the County,Novation Contract 474-141-5 with Neighborhood House of North Richmond,
Inc., a non-profit corporation, in an amount not to exceed$147,346, to provide residential substance
abuse treatment and detoxification services for the period from July 1, 2004 through June 30,2005.
FiscAL IMPACT:
This Contract is funded 100%by State Substance Abuse and Crime Prevention Act(SACPA) -Prop
36 funds. No County funds are required.
BAcKGRoUND/REAso,N(S)FCR R.EcommENDATION(s):
The Substance Abuse and Crime Prevention Act of 2000 (Prop 36) has mandated and funded
Counties to establish Alcohol and Other Drug (AOD) treatment programs for non-violent drug
offenders in lieu of incarceration. On February 6, 2001, the Board of Supervisors designated the
County's Health Services Department, through its Community Substance Abuse Services Division,
as the lead agency in Contra Costa County responsible for the implementation of Prop 36 treatment
efforts
On December 9, 2003, the Board of Supervisors approved Novation Contract#74-141-4 with
Neighborhood House of North Richmond, Inc., for the period from July 1, 2003 through June 30,
2004, (which included a six-month automatic extension through December 31, 2004) for the
provision of residential substance abuse treatment and detoxification services for Prop 36 Court
Referrals.
Approval of Novation Contract#74-141-5 replaces the automatic extension under the prior Contract
and allows the Contractor to continue providing services through June 30, 2005.

Approve and authorize the Health Services .Director, or his designee (Haven Fearn) to execute on
behalf of the County, Novation Contract #74-162-3 with Rubicon Programs, Inc., a non-profit
corporation, in an amount not to exceed $172,278, to provide dual diagnosis treatment services for
the period from July 1, 2004 through June 30,2005.
FISCAL IMPACT:
This Contract is funded 100% by State Substance Abuse and Crime Prevention Act (SACPA) -
Prop 36 funds. No County funds are required.
BACKGRoUNDL1 EASON(S)FoR REcommENDATiO
The Substance Abuse and Crone Prevention Act of 2000 (Prop 36) has mandated and funded
Counties to establish Alcohol and Other Drug (ACID) treatment programs for non-violent drug
offenders in lieu of incarceration. On February 6, 2001, the Board of Supervisors designated the
County's Health Services Department, through its Community Substance Abuse Services Division,
as the lead agency in Contra Costa County responsible for the implementation of Prop 36
treatment efforts.
On December 9, 2003, the Board of Supervisors approved Novation Contract #74---162-2 with
Rubicon Programs, Inc. for the period from July 1, 2003 through June 30, 2004, (which included a
six-month automatic extension through December 31, 2004) for the provision of Dual-Diagnosis
treatment services for County residents.
Approval of Novation Contract#74-162-3 replaces the automatic extension under the prior Contract
and allows the Contractor to continue providing services through June 30,2005.

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Haven Fearn) to execute on
behalf of the County, Contract Amendment Agreement#74-180-4 with Family Stress Center,a non-
profit corporation, effective January 1, 2005, to amend Contract#74-180--3 to decrease the Contract
payment limit by$39,998, from $179,999 to a new total of$140,001 with no change in the original
term through June 30, 2005.
FISCAL IMPACT:
This Contract is funded 100%by Federal Substance Abuse Prevention and Treatment(SAPT)Funds.
BACKGROUNDJREASON{S)FOR RECOMMENDATIQNJSJ:
On July 20, 2004,the Board of Supervisors approved Contract#74--180-3 with Family Stress Center
for the period from July 1, 2004 through June 30, 2005, for the provision of drug abuse prevention
services. County and Contractor intended for the Contractor to provide additional prevention
services at rosemary Corbin House during this Fiscal Year. However,due to budget restraints,these
additional services will not be provided.
Approval of Contract Amendment Agreement #74-180-4 will allow the Contractor to continue
providing services through June 30,2005.

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Haven Fearn) to execute on
behalf of the County, Contract #74--206-3 with Bay Area Community Resources, a non-profit
corporation, in an amount not to exceed $124,993, to provide alcohol and drug abuse primary
prevention services in West County for the period from January 1,2005 through December 31,2005.
FISCAL IMPACT:
This Contract is 100%funded by Federal"Safe &Drug Free Schools &Communities." No County
funds are required.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention program supports the Board of Supervisors' "Families that
are Safe, Stable, and Nurturing"and"Communities that are Safe and Provide a Haigh Quality of Life
for Children and Families" community outcomes by providing individual, group, and family
counseling; substance abuse education; rehabilitation support services, and substance abuse
prevention services. Expected outcomes include increased knowledge about the impact of addiction;
decreased use of alcohol,tobacco and other drugs; increased use of community-based resources; and
increased school and community support for youth and parents in recovery.
BACKGROUND/REASON(S)FO)FOR RECCIMMENDATIQN(S):
This Contract meets the social needs of County's population in that it provides specialized substance
abuse prevention programs so that youth are provided an opportunity to prevent or recover from the
effects of alcohol or other drug use, become self sufficient, and return to their families as productive
individuals.
Can January 6, 2004, the Board of Supervisors approved Contract #74--206-1 (as amended by
Contract Amendment Agreement #74-206-2) with Bay Area Community Resources for the period
from January 1, 2404 through December 31, 2004, for the provision of drug abuse prevention
services in West County for the Rodeo Project.
Approval of Contract #74--206-3 will allow the Contractor to continue providing services through
December 31,2005.

corporation, in an amount not to exceed $125,000, to provide Alcohol and Drug Abuse Primary
Prevention Program Services to County referred residents for the period from January 1, 2005
through December 31, 2005.

This Contract is 100% Federally funded by the Safe & Drug Free Schools & Communities. No
County funds are required.
