Approve and authorize the Health Services Director, or his designee (Lich Harrison) to execute on
behalf of the County, Contract Amendment/Extension Agreement #27-571-1 with The MEDSTAT
Group, Inc., a corporation, effective January 1, 2005, to amend Contract #27-571 to increase the
Contract payment limit by$26,000, from. $24,000 to a new total of$50,000 and extend the Contract
term through January 31,2006.
FISCAL IMPACT:
This Contract is funded 100%by Health Plan Member Premiums.

On March 9, 2004, the Board of Supervisors approved Contract #27-571 with The MEDSTAT
Group, Inc., for the period from February 1, 2005 through January 31, 2005, for the provision of
audit services for the Contra Costa Health Plan.
Approval of Contract Amendment/Extension Agreement #27--571-1 will allow the Contractor to
continue providing services, including providing the National Committee for Quality Assurance
(NCAA) Health Plan Employer Data Information Set (HEDIS) Annual Audit for 2005, through
January 31,2006.

Approve and authorize the Health Services Director, or his designee (Jeff Smith, MD)to execute on
behalf of the County, Contract #26-385-5 with California Nurses Bureau, a corporation, in an
amount not to exceed $750,000, to provide nursing registry services for Contra. Costa Regional
Medical Center,for the period from January 1,2005 through December 31,2005.
FISCAL IMPACT:
This Contract is funded 100%in the Department's Enterprise I budget.
BACKGRQIMN /REASQN(S)FOR RECUMMENDATIPA(S):
For several years, the County has contracted with registries to provide temporary medical
professionals to assist Contra Costa Regional Medical Center and Contra Costa Health Centers
during peak loads, temporary absences, and emergency situations. There is a nationwide nursing
and healthcare staff shortage, and in spite of persistent efforts to recruit nurses and other
healthcare staff, the Department has experienced great difficulty in filling any vacant positions.
Therefore, the Department has had to rely heavily on the registry services in order to provide
quality nursing care for patients.
On February 28, 2004, the Board of Supervisors approved Contract #26--385-P4 with California
Nurses Bureau for the period from January 1, 2004 through December 31, 2004, for the provision
of nursing registry services, as requested by the Department, for Contra Costa Regional Medical
Center.
Approval of Contract #26--385---5 will allow the Contractor to continue providing services through.
December 31,2005.

Approve and authorize the Health Services Director, or his designee (Jeff Smith, MD) to execute on
behalf of the County,Contract#76--520-1 with Scott T. Anderson,M.D., (Specialty: Rheumatology)
a self-employed individual, in an amount not to exceed $55,000, to provide professional
Rheumatology services to patients at Contra Costa Regional Medical Center, for the period from
February 1,2005 through January 31,2006.
FISCAL.IMPACT:
This Contract is funded 100%by Enterprise T Budget. Cost to the County depends upon utilization.
As appropriate, patients and/or third party payors will be billed for services.
BACKGROUND/REASON(S)FOR RECUMMENDATIUNM:
For a number of years the County has contracted with Medical and Mental Specialists to provide
specialized professional services which are not otherwise available in its hospital and clinics.
On February 3,2004,the Board of Supervisors approved Contract#76-520 with Scott T. Anderson,
M.D., for the period from January 20, 2004 through January 31, 2005, for the provision of
Rheumatology services, including clinical coverage and consultation, to patients at Contra Costa
Regional Medical Center.
Approval of Contract #76-520-1 will allow the Contractor to continue providing services through
January 31,2006.

and Speech Therapists services to cover specified peak loads, temporary absences, or emergency
situations at Contra Costa Regional Medical Center.
Approval of Contract #26-323-8 will allow Contractor to continue to provide services, through
December 31, 2005.

(specialty: Obstetrics), in an amount not to exceed $150,000, for the provision of perinatalogy
services for Contra Costa Regional Medical Center for the period from January 1, 2005 through
December 31,2007.

Under Contract #76-506, the East Bay Perinatal Medical Associates will provide perinatology
services including, but not limited to, twenty-four hours a day, seven days a week telephone
consultation services for perinatal patients, on-site perinatal consultation at Pittsburg, Richmond and
Martinez Clinics, assist with maternal transports and provide Level-H ultrasounds and genetic
counseling for patients with normal AFP screens,through December 31,2007.
