Approval of Cancellation Agreement#76-506-1 and Contract#76-506-2 with Robert Liebig,M.D.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Approve and authorize the Health Services Director, or his designee (Jeff Smith, M.D.), to execute on
behalf of the County as follows:
1. Cancellation Agreement #76-506-1 with Robert Liebig, M.D., effective at the close of
business on December 31, 2004; and
2. Contract #76-546-2, with Robert Liebig, M.D., a self-employed individual, (Specialty:
Radiology), in an amount not to exceed $600,000, for the period. from January 1, 2005 through
December 31, 2007, to provide professional radiology services for patients at Contra Costa Regional
Medical Center.
FISCAL IMPACI:
Cost to the County depends upon utilization. As appropriate, patients and/or third party payors will be
billed or services.
Can April 1,2003, the Board of Supervisors approved Contract#76-506 with Robert Liebig,M.D., for the
period from April 1, 2003 through March 31, 2006, for the provision. of Radiology services, including
consultation, on-call coverage services, supervision and interpretation. of CT Scan, MRI, Ultrasound,
invasive procedures and plain films for Contra Costa Regional Medical Center and Contra Costa Health
Centers.
Due to the resignation of the Radiology Department's Chief, the Department and Contractor have
mutually agreed to renegotiate the Contract Payment Provisions and allow Contractor to provide
additional administrative duties previously provided by the Department Chief. Therefore, in accordance
with Paragraph 4. (Termination) of the Contract, the Department and Contractor have agreed to a mutual
cancellation of Contract #76-506. Approval of Cancellation Agreement #76-50I-1 will accomplish this
termination.
Under Contract #76-506-2, Contractor will provide professional Radiology services, through December
31,2007.

RECOMMENDATION(S):

in an amount not to exceed $225,000, for the period from. January 1, 2005 through December 31,
2007, to provide professional radiology services for patients at Contra Costa Regional Medical
Center.

On April 1, 2003, the Board of Supervisors approved Contract #76-507 with Lee Shratter, M.D., for the
period from April 1, 2003 through March 31, 2006, for the provision of Radiology services, including

Approve and authorize the .Health Services Director, or his designee {Rich Harrison.} to execute on
behalf of the County, Contract Amendment Agreement 427-577-1 with Mercer Human Resource
Consulting, Inc., a Limited Liability Corporation, effective January 4, 2005 to amend Contract
#27-577 to increase the Contract payment limit by $100,000, from $150,000 to a new total of
$2.50,000 and extend the Contract term through February 28,2006.
FISCAL IMPACT:
This Contract is funded 100%by Contra Costa Health Pian member premiums.

The Health Services Department and the Contra Costa.Health Plan have an obligation to provide
certain State contracts with professionally certified actuarial documents. On April 27, 2004, the
Board of Supervisors approved Contract #27-577 with Mercer Human Resource Consulting, Inc.,
for the period from. March 1, 2004 through February 28, 2005, for the provision of professional
actuarial services.
Approval of Contract Amendment Agreement #27-577-1 will allow the Contractor to continue
providing services through February 28,2006.

behalf of the County, Contract #23-278-6 with Robert Asher, a self-employed individual, in an
amount not to exceed. $126,000, to provide consultation and technical assistance with regard to the
Call Center Communications and the Homeless Management Information Systems for the period
from February 1, 2005 through January 31,2006.
FISCAL IMPACT:
Funding for this Contract is included in the Department's Enterprise I budget.
BACKEROUND/RFASON{S)FOR RECQMMENDATIC?N(S):
On January 27, 2004, the Board of Supervisors approved Contract#23-278-5 with Robert Asher for
the period from February 1, 2004 through January 31, 2005, for the provision of consultation and
technical assistance with regard to the Call Center Communications and the Homeless Management
Information Systems including, but not limited to, system administration, troubleshooting, capacity
planning and monitoring, and coordinating of system-wide maintenance, settings and updates.
Approval of Contract #23-278-6 will allow the Contractor to continue providing services through
January 31,2006,

RECOMMENDATIONS):
Approve and authorize the Health Services Director, or his designee (Pat Godley) to execute on
behalf of the County, Contract#23-346-2 with Carol B. Fitzgerald, a self-employed individual, in
an amount not to exceed $125,000, to provide consultation and technical assistance to the
Department with regard to custom healthcare software for the period from February 1, 2005
through January 31, 2006.
FISCAL IMPACT:
This Contract is funded 100% by Third Party Revenue, and is included in the Department's
Enterprise I budget.
BA+CKGROUND/REASON S)FOR.RECOMMENDATIONS :
On December 16, 2003, the Board of Supervisors approved Contract #23-346-1 with Carole B.
Fitzgerald for the period from February 1, 2004 through January 31, 2005, to provide custom
healthcare software programming and support services including, but not limited to, developing
programs in Visual Basic, Access and Structured Query Language (SQL) Server, provide custom
reports using Crystal Report Writer and provide end-user support for software programs.
Approval of Contract #23-346-2 will allow the Contractor to continue providing services, through
January 31,2006.
