SUBJECT: Application for EHAP Round XII funding to support the County Homeless
Program's Emergency Shelter for Single Adults and Shelter, Inc.`s Emergency
Shelter for Families
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT Resolution No. 2005/001 authorizing the Health Services Director, or designee, to
submit a grant application to the California Department of Housing and Community
Development in an amount not to exceed $31,000 for Emergency Housing Assistance
Program funds for housing and supportive services for fiscal year 2005/2006.
FISCAL IMPACT:
The funds requested of the Emergency Housing Assistance Program (EHAP) Round X11 are
essential to maintaining capacity throughout the emergency shelter system. No additional
County funds are required to match this revenue.
BACKGROUND:
There is continuing concern about the lack of emergency shelter services for homeless
single adults and families. As a result of budget constraints, the County Homeless Program
transferred the family shelter program to Shelter, Inc, and reduced the number of single adult
shelter beds by 45. With over 2,800 adult men and women on the shelter waitlist and over
200 families, EHAP X11 funding is essential to Contra Costa County maintaining our future
bed capacity. The County Homeless Program is committed to working with community
agencies, such as Shelter, Inc. to achieve this goal.
This joint application with Shelter, Inc. for EHAP Round XII funds will support emergency
shelter for families operated by Shelter, Inc. and shelter beds for single adults operated by
the County Homeless Program.

In the Matter of Application for Emergency Housing Assistance }
Program(EHAP) Round XII to Provide Year-Round Emergency }
Shelter for Families }
WHEREAS.-
A.
HEREAS:A. The State of California, Department of Housing and Community Development,
Division of Community Affairs, issued a Notice of Funding Availability(NOTA) for the
Emergency Housing and Assistance Program (EHAP) (Round#EHAP-XII); and
B. Contra Costa Health Services is a nonprofit corporation or local government agency
that is eligible and wishes to apply for and receive an EHAP grant.
NOW THEREFORE IT BE RESOL YED THAT.
1. The Board of Supervisors of Contra Costa County hereby authorizes the Director of
Health Services_DppgItment, or his designee to apply for an EHAP grant in an amount
not more than the maximum amount permitted by the NOFA, and in accordance with the
Program Statute, Regulation, and Local Emergency Shelter Strategy, where applicable.
2. If the grant application authorized by this Resolution is approved, the Contra Costa
Health Services Director hereby agrees to use the EHAP funds for eligible activities in
the manner presented in the application as approved by the Department and in accordance
with the Program Statute(Health and Safety Code Section 50800— 50806.5)and
Regulations (Title 25, Division 1, Chapter 7, Subchapter 12, Sections 7950 through 7976
of the California Code of Regulations); (Chapter 208, Statutes of 2004), and the Standard
Agreement.
3. If the grant application authorized by this Resolution is approved, the Director of
Health Services, or his designee is authorized to sign the Standard Agreement and any
subsequent amendments with the Department for the purposes of this grant.

City of Antioch CDBG funding and enter into a contract with the City of Antioch to perform all
responsibilities in relationship to receipt of the funding and contracted provisions for FY 2005-
2006,
