FISCAL IMPACT: The funds requested of the Emergency Housing Assistance Program (EHAP) Round X11 are essential to maintaining capacity throughout the emergency shelter system. No additional County funds are required to match this revenue. BACKGROUND: There is continuing concern about the lack of emergency shelter services for homeless single adults and families. As a result of budget constraints, the County Homeless Program transferred the family shelter program to Shelter, Inc, and reduced the number of single adult shelter beds by 45. With over 2,800 adult men and women on the shelter waitlist and over 200 families, EHAP X11 funding is essential to Contra Costa County maintaining our future bed capacity. The County Homeless Program is committed to working with community agencies, such as Shelter, Inc. to achieve this goal. This joint application with Shelter, Inc. for EHAP Round XII funds will support emergency shelter for families operated by Shelter, Inc. and shelter beds for single adults operated by the County Homeless Program.
