Authorize the Contra Costa County Librarian to apply for and accept $2,000 from ConocoPhillips Grant
Funds for the period of January 1, 2005 to June 30, 2005 for the Rodeo Library.
FINANCIAL IMPACT
No matching funds are required.
BACKGROUND
If granted, the $2,000 received from ConocoPhillips Grant Funds for the Rodeo Library will be used by
the Contra Costa County Library to purchase additional children's materials.

BACKGROUND/REASONS FOR RECOMMENDATIONS
A. City will receive Community Development Block Grant (CDBG) funds from
the Department of Housing and Urban Development(HUD)as an entitlement
to the City pursuant to the provisions of Title 1 of the Housing and Community
Development Act of 1374, as amended.
B. The City has approved and authorized the expenditure of Five Hundred
Seventy Five Thousand Dollars ($575,000.00) from said CDBG funds for a
housing rehabilitation program for owner-occupants of single-family homes.
C. County has the demonstrated experience and qualifications to operate a
housing rehabilitation program under the Community Development Block
Grant Program.
D. Washington Mutual Bank is prepared to ,assist City and County in achieving
the objective of the program by participating with the City and County in the
proposed loan program.
This is the seventeenth year the County has contracted with the City of Antioch for
these services. The Agreement will result in $115,000 in revenue to the County for
costs related to the implementation of the Program.
The term of the agreement is July 1, 2004 to June 30, 2005.

SUBJECT: DNA Backlog Reduction and Capacity Enhancement Grants

1. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff Coroner, or designee, to apply for and accept
grant funding on behalf of the County from the National Institute of Justice for CMA Forensic
Casework Backlog Reduction and DNA Capacity Enhancement Programs in an amount not
to exceed $344,578 for the period of October 1, 2004 though March 31, 2006.
I1. FINANCIAL IMPACT:
NONE. Expenditures and reimbursement revenues are included in the Office of the Sheriffs
budget.
Ill. BACKGROUND:
The grants from the National Institute of Justice will provide the Forensic Services Division
funding to replace outdated computers that run the existing capillary electrophoresis units
used for DNA typing, new software for analyzing DNA data, a DNA extraction robot to help
automate the extraction process that will result in a faster more uniform process with a
reduction in hazardous chemical waste. The grant will also fund a consultant who will
validate both the equipment and methods as well as provide t fining for labora analy

Development Department in the amount of up to$1,250,000 for the Biotechnology Corridor Project for the
period February 1,2005 through February 28, 2007.
EINANC€AL IMPACT:
No County costs. 100%of the funding will come from federal funds that are channeled through the EDD.
BACKGROUND:
The Employment and Human Services Department(EHSD), on behalf of the Workforce Development Board of
Contra Costa(WDB), is currently developing a two-year grant proposal for submission to the State Employment
Development Department (EDD) for its Biotechnology Corridor Project. The funds being targeted for this
project will be federal funds from the 25%that are channeled through the EDD. This project will provide
training and support internships that will prepare individuals for employment in the field of biotechnology.
WDB will partner with other community agencies including the Workforce Development Boards of San:Mateo,
Alameda, Solano and Richmond and the following community colleges: Skyline, Ohlone, Peralta District,
Contra Costa College and Solano College. Business partners will include Genentech. This action allows the
County to apply for and receive the grant funding.

BACKGROUND!
The Workforce Development Board of Contra Costa County is applying for grant funds from the San Jose State
University Foundation to provide continued Small Business Development Center(SBDC) services to business
owners in Contra Costa County. The SBDC will provide individual business consulting, training, information
and referral, outreach and marketing, and business counseling services on the formation, management, financing
and operation of small business enterprises to existing and potential small businesses countywide. Additionally,
the SBDC will foster relationships with entities representing Special Emphasis Groups to increase the number
of clients served in those populations.
Assisting businesses to grow, expand, increase productivity, and improve business management skills, the Small
Business Development Center will maintain cooperative agreements with other service providers (e.g.,colleges,
universities, economic development corporations, local government agencies) ncrease the small business
sector's contribution to the economic development in Contra Costa County.
