Knight, Assistant County Administrator- Director of Human Resources . _.-n a« COSTA DATE: January 4, 2005 C��,.,-K COUNTY SUBJECT: P300#19805 i SPECIFIC REQUEST($)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Position Adjustment Resolution Number 19805 to dd the following positions: one (1) Clerk Specialist Level at salary level 3RX 1156 ($3217-$4108), one (1) Clerk Senior Level at salary level 3RX 1033 ($2848-$3637) and one (1) Clerk Experienced Level at salary level 3RH 750 ($2577- $3198) FISCAL IMPACT: The positions will receive 80% funding from State and Federal sources. The County will incur the remaining 20% of the cost. BACKGROUND: In an effort to accommodate the increase of clients in East County, the Employment and Human Services Department is opening a new office on Cavallo!Road in Antioch effective January 2005. This office will be responsible for providing Medi-Cal, Food;Stamps and In-Home Support Services to the Aging and Adult clients in East County. A total of thirteen (13) clerical staff members from the Delta Fair office in Antioch will be relocated to the new office'on Cavallo Road. The staff that will be relocated as a result of the services that will be moved from Delta Fair to Cavallo Road. This move will have no impact on the remaining Delta Fair staff. Additional staff is necessary to cover day-today ope ations in the new office. The County will incur the remaining 20% of the cost. The third position will result in no additional cost due to the cancellation of a funded position. BACKGROUND: The three (3) Social Service Program Assistant positions will be assigned to the Welfare Fraud Division in the Employment and Human Services Depart nt. The incumbents assigned to these positions will assist the Division in fraud prevention and earl fraud detection. These positions will be responsible for reviewing the Income Eligibility Verification System (IEVS) reports provided by the State. The IEVS report identifies client earnings to be ompared with the client information in program cases. The review process will assist in determining if clients hav not reported earnings or if the earnings are reported and not correctly reflected in the case. The !unreported cases will be referred to the Welfare Fraud Investigators for further investigation. The cases where administrative errors have occurred will be computed and corrected in the case record by the Social Service Program Assistants. Any underpayments will be referred to the worker assigned to the case for action. The Medi-Cal position was vacated on July 24, 2004. The!duties and responsibilities of the vacant position have been absorbed by existing Medi-Cal Program Assistant staff. t CONSEQUENCE OF NEGATIVE ACTION: The Employment and Human Services Department will not;be able to identify early fraud detection and promote fraud prevention by determining client or administrative errors in cases. Additionally, the department will not be able to initiate the correction and collection of overpayments from the clients to be returned to the County. FISCAL IMPACT: The Health Services Department has estimated the cost associated with this request to be$128,600 and is offset by the cancellation of the current contract in the amount of$125,000. BACKGROUND: The Health Services Department is requesting to add one Health Services Information Systems Programmer Analyst position for the Information Systems Unit. The position will continue to provide in-house application development, implementation,and support. CONSEQUENCES OF NEGATIVE ACTION: Should an additional position not be added to the Information Systems Unit, the Health Services IT unit would continue information systems support through a local contractor at the cost of 125, 000.
