BACKGROUND: The General Services Department is requesting this downward reallocation of salary to better represent the duties assigned to this class and to become more comparable with Custodial Services salary ranges in our market. They would like to recruit for this vacant position at the correct salary level. FISCAL IMPACT: There are no Net County Costs associated;with this action. Costs associated with these actions will be offset by the cost savings created by the Strata is Energy Plan (SEP). The County will save $1,170,000 annually, by following the SEP. No General Fund onies or appropriation adjustment is needed. According to the General Services Department, there will not b any initial costs, as General Services is not adding any positions to this classification at this time. However, i the current incumbent of Stationary Engineer — Systems Specialist is flexibly staffed upwards, the total ann al cost to the department will be $3,231.60, which will be offset by the funds generated by the Strategic Energy Plan. BACKGROUND: The General Services department is reque ting the establishment of Stationary Engineer — Systems Specialist 11 as a result of the Strategic Energy Plan {SEP), which was approved by the Board of Supervisors in February of this year. The SEP will save the Co my an estimated $1.2 million, an energy cost savings of 12%. As part of this cost savings, the SEP calls or this new classification as an avenue for advancement opportunities, which involves continuing develo ;ment of energy systems and the County's personnel that are critical in advancing energy efficiency. By establishing the Stationary Engineer— Systems Specialist 11, which will be a full journey level class, we will be allowing for the possibility for upward mobility within the County. In addition, it is anticipated that the number of energy maintenance systems in County buildings being run by remote access computers will double in the next few years, creating the need for additional personnel. CONSEQUENCE OF NEGATIVE ACTION: These actions are part of the Strategic Energy Plan, which is estimated to lower the County's energy costs by approximately $1.2 million. BACKGROUND: In August 2404, the Building Inspection Department requested the retitling and reallocation of the Housing Rehabilitation Coordinator in the Building Inspection Department. This request was submitted to propose a change to the organizational structure of the Neighborhood Preservation Program in the Property Conservation Division to include the retitling of the Housing Rehabilitation 'Coordinator to Neighborhood Preservation Program Manager. This class will be responsible for the planning and the organizing of the Neighborhood Preservation Program. Currently, the Neighborhood Preservation Program Specialist is performing the higher-level tasks of the Housing Rehabilitation Coordinator as no position is allocated for that class. A classification and compensation study concluded that the salary level was inappropriate for the class and that some duties associated with the class were inaccurate and out-of-date. CONSEQUENCE OF NEGATIVE ACTION: If this class is not established, the services provided to customers of the Neighborhood Preservation Program couldbe affected since all aspects of the program are to be planned and managed by the Neighborhood Preservation Program Manager. FISCAL. IMPACT: The annual cost for the twenty-eight positions is $1,379,9 0. State and Federal revenues will cover $1,335,329 of the cost associated with this action. The County will incur the remaining $44,580 of the cost. BACKGROUND: The CalWORKS and Medi-Cal programs have experienced a significant increase of applications. The increased number of caseloads has increased workloads and overtime for existing staff. In order to reduce the workloads and overtime costs, it is necessary,to add Eligibility Worker positions. The EligibilityWorker positions will be assigned to the CaIWORKS and Medi-Cal programs in district offices to assist with intake, continuing and field caseloads. The two Social Service Program Assistant positions will provide lead direction and monitor the casework of the Eligibility Workers. The Eligibility Work Supervisor will supervise the training unit staff. Supervisors from district offices are normally reassigned to the training unit to supervise the trainees during training sessions. However, due to the increase in workloads and the span of control, it has become difficult to reassign staff to the training unit. The Clerk Experienced Level will provide clerical support for the training unit staff. CONSEQUENCE OF NEGATIVE ACTION: The department will remain understaffed and they will not be able to provide an adequate level of service to the clients. The Eligibility Workers will continue to experience an increase in workloads, which will also negatively impact error rates and overtime compensation.
