I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Work Director,or his designee,to execute a consultant services agreement
with Barnard Dunkelberg & Company, who have met the requirements of the County's Disadvantage Business
Enterprise Program, effective January 4, 2005, through December 31, 2008, in the amount of$1,020,656 for the
Buchanan Field Master Plan and Federal Aviation Regulation(FAR)Part 150 Noise Study,Buchanan Field Airport's
Airport Improvement Program (AIP)Project No. 3-06-0050-13 and 3-06-0050-14. Pacheco area.(District IV)
II. FINANCIAL IMPACT:
There is no impact on the General Fund.The total contract cost for the Master Plan is$1,020,656,of which$37,856
(3.5%)is from the Airport Enterprise Fund, $46,800 from CALTRANS (4.5%), and$936,000(92%)is funded
by a Federal Aviation Administration(FAA)grant. "

III. REASONS FOR RECOMMENDATION/BACKGROUND:
On October 9, 2001, and reaffirmed in a subsequent action on February 25, 2003, the Board of Supervisors
authorized the submission of grant applications to the Federal Aviation Administration and CALTRAN S to perform
the Buchanan Field Airport Master Plan,Business Plan,and Federal Aviation Regulation Part 150 Noise Study. On
August 12,2003,the Board accepted the FAA and CALTRANS grants for the Buchanan Field Airport Master Plan
and FAR Part 150 study.
On April 1,2003, the Airport Division (Airport) of the Contra Costa County Public Works Department issued a
Request for Proposals (RFP)for a consultant to perform the Buchanan Field Airport Master Plan,Business Plan,
and FAR Part 150 Study.The RFP required interested consultants to provide responses by June 1,2004.
The Airport received only two RFP submittals for consideration.Barnard Dunkelberg&Company and Leigh Fisher
Associates were the prime consultants for the two teams.Working with a ten-person RFP Subcommittee comprised
of airport businesses, pilots, County staff, and local business/resident representatives, the RFP submittals were
reviewed and ranked and then both consultant teams were interviewed.The Barnard Dunkelberg&Company team
emerged as the preferred consultant for the Buchanan Field Airport Master Plan process.
Airport staff reconvened the Buchanan Master Plan Steering Committee to discuss the RFP process and consultant
preference.The Steering Committee has over fifty members who represent the community and business interests
both on the airport and in the surrounding communities.The Steering Committee accepted the recommendation of
the RFP Subcommittee.
Airport staff worked with Barnard Dunkelberg&Company to refine their scope of work and associated project
costs and forwarded the information to the FAA for their consideration on November 23,2004.On December 14,
2004,the FAA confirmed the selection of Barnard Dunkelberg&Company to perform consulting services for the
Buchanan Field Airport Master Plan and FAR Part 150 Noise Study.
The total project amount is $1,040,000 inclusive of the Federal Aviation Administration (FAA) grant and local
match funds,of which$1,020,656 will be the contract amount for Barnard Dunkelberg&Company.The master
plan, noise study and other associated components are expected to take around three (3) years to complete. To
maximize public participation,the process will include a three-tiered approach,a County staff working conmiittee,
a Master Plan Steering Committee and nine larger,general public meetings throughout the development process.
County staff will ensure that County policies,plans, and standards are incorporated in the process.The Steering
Committee will provide external policy direction for the process and include representatives from neighboring
jurisdictions,businesses,pilots,economic development/environmental/community serving organizations,Municipal
Advisory Committees, elected officials, and the like. The broader public meetings will provide an on-going
opportunity to make sure that plans and policy direction are consistent with residents of the greater area.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the consultant contract agreement with Barnard Dunkelberg&Company is not approved,the Buchanan Field
Airport Master Plan,Business Plan, and FAR Part 150 Noise Study will not be completed.

7. ln�rgrtce. Consultant shall, at no cost to Public Agency, obtain and maintain during the term hereof: (a) Workers'
Compensation Insurance pursuant to state law; (b) Professional Liabiiity insurance with minimum coverage of
$1JQQg,0QQ and a maximum deductible of$50,0 00; and (c) Comprehensive General Uability insurance, including
blanket Contractual(or contractual liability)coverage,broad farm property damage coverage,and coverage for owned
anti non-owned vehicles,with a minimum combined single limit coverage of$1.000000 for all damages due to bodily
injury,sickness or disease,or death to any person,and damage to property,including the loss of use thereof,arising out
of each accident or occurrence,and naming Public Agency, Contra Costa County Airg_otts,itsltheir governing bodies,
officers and employees as additional insureds. Consultant shall promptly furnish to Public Agency certificates of
insurance evidencing such coverage and requiring 30 Gays`written notice to Public Agency of policy lapse,cancellation
or material change In coverage.
8. PaW ent, Public Agency shall pay Consultant for professional services performed at the rates shown in Appendix S
attached hereto, which include all overhead and incidental expenses, for which no additional compensation shall be
allowed. Notwithstanding the foregoing, those incidental expenses specifically itemized in Appendix 8 shall be
reimbursable by Public Agency to Consultant,provided that Consultant submits copies of receipts and,If applicable,a
detailed mileage log to Public Agency.in no event shall the total amount paid to Consultant exceed the payment limit(s)
specified in Sec. 1(a) without prior written approval of the Public Agency. Consultant's billing statements shall be
submitted at convenient intervals approved by Public Agency and shall list, for each item of services, the employee
categories.hours and rates. Public Agency will pay consultant in accordance with the requirements of Civil Code Section
3320 as applicable.
9. Latus.The Consultant is an independent contractor, and shall not be considered an employee of Public Agency,
10, Time foramplet,ton, unless the time is extended in writing by Public Agency,Consultantt shall complete all services
covered by this Agreement no later than the Completion Date(s) listed above.
11. Recorg Retention Arid Auditing.Except far materials and records delivered to Public Agency,Consultant shall retain all
materials and records prepared or obtained in the performance of this Agreement, including financial records, for a
period of at least five years after Consultant's receipt of the final payment under this Agreement.Upon request by Public
Agency, at no additional charge, Consultant shall promptly make such records available to Public Agency, or to
authorized representatives of the state and federal govemments,at a convenient location within Contra Costa County
designated by Public Agency, and without restriction or limitation on their use.
12. Ugcurriwtation.Consultant shall prepare and deliver to Public Agency at no additianal charge,the items described in
Appendix A to document the performance of this Agreement and shall furnish to Public Agency.such information as is
necessary to enable Public Agency to monitor the performance of this Agreement,
13. Qwnetrship of go i encs.All materials and records of a finished nature,such as final plans,specifications,reports,and
maps, prepared or obtained in the performance of this Agreement, shall be delivered to and become the property of
Public Agency.All materials of a preliminary nature,such as survey notes,sketches,preliminary plans,computations
and other data,prepared or obtained in the performance of this Agreement,shall be made available,upon request,to
Public Agency at no additional charge and without restriction or limitation on their use.

14_ gxtra Work,Any work or services in addition to the work or services described in Appendix A shall be performed by
Consultaint according to the rates or charges listed in Appendix S. in the event that no rate or Charge is listed for a
particular type of extra work, Consultant shall be paid for the extra work at a rate to be mutually agreed on prior to
commencement of the extra work. In no event shall Consultant be entitled to compensation for extra work unless a
written authorization or change order describing the work and payment terms has been executed by Public Agency prior
to the commencement of the work.
15. PaMrrj afftintion.Public Agency shall retain ten percent(10%)of the monies due the consultant as securllyfor the
fulfitlment of this Agreement.After the Consultant has completed all work under this Agreement,submitted final billing,
and the Public Agency has found the work to be accurate,the Public Agency will pay all withheld funds.Public Agency
will pay withheld funds in accordance with the requirements of Civil Code Section 3320 as applicable.A retention will not
be withheld for any"on-call" work.
is. Termination by PubtiC Aoencv.At its option, Public Agency shall have the right to terminate this Agreement at any time
by written notice to Consultant,whether or not Consultant is then in default. Upon such termination,Consultant shall,
without delay, deliver to Public Agency all materials and records prepared or obtained in the performance of this
Agreement, and shall be paid, without duplication, all amounts due for the services rendered up to the date of
termination.
17. &A nrrent by Consultant. In the event the Consultant ceases performing services under this Agreement or
otherwise abandons the project prior to completing all of the services described in this Agreement,Consultant shall,
without delay, deliver to Public Agency all materials and records prepared or obtained In the performance of this
Agreement, and shall be paid for the reasonable value of the services performed up to the time of cessation or
abandonment,less a deduction for any damages or additional expenses which Public Agency incurs as a result of such
cessation or abandonment.
18. Sreac . In the event that Consultant fails to perform any of the services described in this Agreement or otherwise
breaches this Agreement, Public Agency shall have the right to pursue all remedies provided by law or equity. Any
disputes relating to the performance of this Agreement shall not be subject to non-judicial arbitration. Any litigation
involving this Agreement or relating to the work shall be brought in Contra Costa County,and Consultant herebywaives
the removal provisions of Code of Civil Procedure Section 394.
19. CoLn2liance with laws, to performing this Agreement, Consultant shall comply with all applicable laws, statutes,
ordinances, rules and regulations, whether federal, state,or local in origin. This includes compliance with prevailing
wage rates and their payment in accordance with California tabor Code, Section 1775.
20. Assignment. This Agreement shall not be assignable or transferable in whole or in part by Consultant, whether
voluntarily,by operation of law or otherwise,provided,however,that Consultant shall have the right to sub-contract that
portion of the services for which Consultant does not have the facilities to perform so long as Consultant notifies Public
Agency of such subcontracting prior to execution of this Agreement.Any other purported assignment,transfer or sub-
contracting shall be void.
21 SubMn_JMctiM.All subcontracts exceeding$25,000 in cost shall contain all of the required provisions of this contract.
Consultant will pay each subconsultant in accordance with the requirements of Civil Coda Section 3321 as applicable.
22. Endorsement on Plans,Consultant shall endorse all plans,specifications,estimates,reports and other items described
in Appendix A prior to delivering them to Public Agency, and where appropriate, indicate his/her registration number.
21 Patents and Qagv,1 fights_The issuance of a patent or copyright to Consultant or any other person shall not affect Public
Agency's rights to the materials and records prepared or obtained in the performance of this Agreement.Public Agency
reserves a license to use such materials and records without restriction or limitation, and Public Agency shall not be
required to pay any additional fee or royalty for such materials or records.The license reserved by Public Agency shall
continue for a period of fifty years from the date of execution of this Agreement, unless extended by operation of law or
otherwise.

24. lndeittnftion. Consultant shall indemnify, defend, save, protect, and hold harmless Public Agency, its governing
body,officers,aniployees,representatives,and agents("Indemnitees")from any and all demands,losses,claims,costs,
suits,liabilitles,and expenses for any damage,injury,or oath(collectively"Liability")arlsing directly or irtdlrectly from or
connected with the services provided hereunder which i,caused,or claimed or alleged to be caused In whole or in part,
by the negligence or willful misconduct of Consultant,its officers,employees,agents,contractors,suaconsuftants,or any
persons under its direction or control and shall make goad to and reimburse I ndemniteas for any expenclitvras,including
reasonable attorneys'fees and costs,the indemnitees may make by reason of such matters and,it requested by any of
the indemnitees,shall defend any such suits at the sole cast and expense of Consultant. Consultant's obligations under
this section shall exist regardless of concurrent negligence or willful misconduct on the part of the Public Agency or any
other person;provided, however,that Consultant shall not be required to indemnify Indemnitees for the proportion of
liability a court determines is attributable to the negligence or willtul misconduct of the Public Agency,its governing body,
officers,or employees. This indemnification clause shall survive the termination or expiration of this Agreement.
25. Heirs,.Suwl joors and Assioans. Except as provided otherwise in Section 20 above,this Agreement shall inure to the
benefit of and bind the heirs, successors, executors,personal representatives, and assigns of the parties.
26. Public FjAgrMM its, Consultant shall not in its capacity as a Consultant with Public Agency publicly endorse or
oppose the use of any particular brand name or commercial product without the prior approval of the Public Agency`s
governing board. In its Public Agency Consultant capacity, Consultant shall not publicly attribute qualities or lack of
qualities to a particular brand name or commercial product in the absence of a well-established and widely accepted
scientific basis for such claims or without the prior approval of the Public Agency's governing board.In its Public Agency
Consultant capacity,Consultant shall not participate or appear in any commercially-produced advertiwments designed
to promote a particular brand name or commercial product, even if Consultant is not publicly endorsing a product,as
long as the Consultant's presence in the advertisement can reasonably be interpreted as an endorsement of the product
by or on behalf of Public Agency.Notwithstanding the foregoing,Consultant may express its views on Products to other
Consultants,the Public Agency's governing board,its officers,or others who may be authorized by the Public Agency's
governing board or by law to receive such views.
27. Prgj # arson 1. In performing the services under this Agreement, Consultant shall use the personnel listed in
Appendix G,attached hereto and made a part hereof by this reference. Changes in project Personnel may only be
made with Public Agency's written consent,and Consultant shall notify Public Agency In writing at least thirty(30)days
in advance of any proposed change, Any person proposed as a replacement shall possess training,experience and
credentials comparable to those of the person being replaced.

all applicable provisions of 40 CFA, Parts 23 and 26, and the County's Disadvantaged Business Enterprise(L)BE)
Program,which are incorporated into this Agreement by reference. In addition, in performing services underthis
Agreement,Consultant shall utilize all DBEs listed In Consultant's written response to the Public Agency's request
for qualifications or request for proposal and shall pay to the fisted DBEs the estimated amounts listed in Appendix
B attached to this Agreement. The Consultant shall not substitute a listed DBE at any time or decrease the amount
to be paid to a listed DBE without the advance,written consent of the Public Agency. If a listed I BE IS proposed
to be replaced,Consultant shall make a good faith effort to replace the original DBE with another DBE and shall
submit to Public Agency written documentation of such effort.
29. Federal Cost Pr'snelg es Bind Procedures (Federal aid oroiects oanlvi. Consultant shall comply with the following
previsions,which are incorporated into this Agreement by reference:(a)the coast principles for allowability of individual
items of costs set forth in 48 CFR, Chapter 1, Part 31:(la)the administrative procedures set forth in 49 CFR, Part 18:
and (c) the administrative procedures for non-profit organizations set forth in OMB Circular A-"lit}, it applicable to
Consultant. In the event that payment is made to Consultant for any costs that are determined by subsequent audit to
be unallowable under 48 CFR,Chapter 1, Part 31,Consultant shall refund the payment to Public Agencywithin 30 Clays
of written request from Public Agency. Should Consultant fail to do so,and should the Public Agency file legal action to
recover the refund, Consultant shall reimburse the Public Agency for all attorney's fees, costs, and other expenses
incurred by Public Agency in connection with such action.

Project Introduction &gyp ing
The following propos W Program is intended to start and finish within a 24- to 30-
calendar month perio Vie'planning process will commence with a kick-off meeting for the
Master Plan, wi %dy effort proceeding directly. Stemming from the master planning
process, plane s and considerations will have been generally formulated prior to the
initiation of*e ' rte 50 Study. The Part 150 Study will likewise begin with a kick-off
meeting. Depmentai elements of the Master Plan may be refined by the Part 150
Processhould the Part 150 Study reveal that development reconsiderations are needed
ant4pprrate.
The Work Program includes all the necessary program elements to complete the Airport
=.NCaster Plan, FAIL Part 150 Study and the Strategic Business Plan for Buchanan Field.
,..further Work Program amplification may be warranted as the program progresses. The
elements of the Work Program will occur roughly sequentially, with many of the Master
Planning elements such as activity forecasts, facility requirements, alternatives, development
and preliminary recommendations being determined prior to the start of the Part 150 Study

process. Further, it is anticipated the likely elements of the Noise Compatibility Plan (NCP)
' of the Part 150 will need to be known before the Business Plan can be completed, as will the
Implementation Plan & Program of the Financial Plan. In addition, the recommended Master
Plan development program and the NCP may need to be established prior to formal scoping
of the environmental processing requirements for this proposed Program of Services.
Throughout this Work Program, numerous working papers will be prepared to present draft
concepts, analysis, and conclusions. Generally speaking, Working Papers are followed by
Steering Committee meetings for the purpose of providing the consulting team with valuable
feedback. Meetings with the general public will also be held in conjunction with this process,
as will appropriate meetings with elected and other officials. The purpose of these meetings
will be to provide the public with information regarding the planning process and the
progress of study efforts, as well as receive further feedback.

Element One/PROJECT MANAGEMENT AND ORGANIZATION
Task 1.1. Chartering Session.
A session, referred to as a Chartering Session, between The Barnard Dunkelberg&Company
Project Management Team(the"Consultant"), Contra Costa County Airport Division
Management and Staff(the "Sponsor"), County Management and Staff and appropriate officials,
will be held at the very begin of the project to discuss the development of the Buchanan Field
Master Planning Program. q, iose of such a meeting will be to develop relationships,
establish early direction f stuly effort, and ensure a thorough understanding of the master
planning process, its b ;gfitsd use of the airport master plan and associated plans and
programs in the decisioh 'ng process.
Task 1.2. 14pordination.
The Consultand ilwork in close liaison with the Sponsor,interested parties, and the Federal Aviation
Admt atiop to make certain that the plan truly reflects the airport development needs. Regular

: ,Tas 1.3. Determine Staff Technical Committee.
..A Staff Technical Committee{STC) will be formulated and engaged for purposes of internal
t $ review of the Buchanan Field Airport Master Plan. A principal mission for the STC will be to
provide technical evaluation of the Working Papers that are to be presented to the Study
y Committee. It is envisioned that the Staff Technical Committee will meet approximately every
' other month or as needed to review and provide input throughout the airport master planning
process. Committee membership will be determined by the Sponsor in consultation with the
Consultant.
Task 1.4. Determine Composition of and Organize Steering Committee.
A Steering Committee(SC)will be established as a resource entity during the conduct of the
study.
Task 1.4.1. Organizational Meeting, Review of Background Information,
Identify Potential SC Members
At the start of the project, the Consultant will meet with the Sponsor to establish
mutual expectations, role and responsibilities, as well as legal, policy and
procedural parameters of the process. Relevant background information will be
reviewed. In coordination with the Sponsor, potential SC members will be
identified and a list of interview questions and interview protocol will be developed
to determine salient issues.

Purpose: The purpose of this task will be to assist the Sponsor in the development and

and briefings will be held. These briefings will include progress reports on site activities,
discussions of study findings, and an opportunity for questions and answers. Briefings will
be offered on a regular basis to local elected officials from surrounding jurisdictions,
neighborhood and business associations, and other interested parties.
Project Mailing List. The Consultant will utilize the Airport's Project Mailing List, to be used to
inform the public of meetings and other events relevant to the study and for distribution of the
project newsletter and other appropriate communiques. The mailing list will be continually
updated throughout the study. In addition, the Sponsor may choose to purchase and use other
lists to supplement the Project Mailing list. Possible lists include a County-wide saturation
mailing list which will include all residences in Contra Costa County or a radius mailing list that
includes all residences and businesses within a specified radius of the airport. Additionally,
should information be distributed via a project specific website, the Sponsor may consider

The Consultant will inventory and collect all existing land use plans, transportation plans, and

Digital neaps and physical maps, at the largest possible scale for report purposes, will be
developed to be used as base maps throughout the entire study and will show existing political
jurisdictions, sensitive uses, and physical constraints. The Consultant will be responsible for the
base maps and display board preparation. The Consultant will utilize GIS mapping to generate all
base maps and alternative analysis maps. To the extent legible, the maps will reflect geographic
features of the area.
Task 2.13. Airspace and NAVAIDS Analysis,
The Consultant will identify and present how airspace utilization affects operations and is affected by
operations at Buchanan Field. This will provide a complete inventory and assessment of all procedures
and the utilization of airspace that is potentially affected by,or affects,operational activity at Buchanan
Field.

Task 2.14. Financial Inventory.
The objective Of this task is to gather documents, which affect the financial management of
airport operations and capital development, and to develop an understanding of the structure,
constraints, requirements, and opportunities for financing airport activities as related to the
development of a capital improvement program. Data would also be gathered about rentals, fees,
and charges in place at other regional general aviation airport using information gathered in prior
studies and Airport managem 's contacts at such airports.
Element Three/FOS OF AVIATION ACTIVITY
Task 3.1. Data" n
Subtask *J.1 Collect and Evaluate Existing Operational Data. This subtask
will focus cita`reviewing and evaluating existing operational data for airport
ope° tions, collecting and updating, as appropriate, the aircraft mix, aircraft

ktiVity data for other airports in the service region will also be collected as part of
this subtask.
Subtask 3.1.2. Collect and Evaluate Existing Socioeconomic Data, This
subtask will focus on reviewing and evaluating historical and
forecast socioeconomic data for the airport service region (population, employment,
and personal income), in consideration of the levels reported in the 1990 Master
Plan report , growth trends in submarkets of the region as available, and the
relationship between socioeconomic growth and aviation trends in the region.
Subtask 3.1.3. Conduct Interviews with Local Economic and Industry
Representatives. This subtask will focus on conducting interviews with local
economic and business representatives, as appropriate, to determine current and
future aviation needs, local business and economic growth perspectives for the
service region.
Subtask 3.1.4. Conduct Survey of Transient Aircraft Activity. This subtask will
focus on conducting a survey of transient aircraft activity at Buchanan Field to
obtain information characterizing the role of Buchanan Field in the region,
including such data as trip origin and purpose, length of stay, and frequency of
trips.
Subtask 3.1.5. Collect and Evaluate Available Studies of Regional Travel
Demand Patterns. This subtask will focus on collecting and reviewing available
studies of the travel demand patterns in the service region.
Task 3.2. Aviation Activity Evaluation and Projections.
The Consultant will compile a summary of aviation activity and operational data for Buchanan
Field to indicate historical growth and present a basis for statistical analysis of based aircraft,

forecast years to correspond, as appropriate, with those used by local and regional planning
agencies.

at the Steering Committee and Subcommittee meetings and help structure the content/tone of the
consultants' presentation to both groups.
Task 3.5. Conduct Steering Committee& Public Information Meetings.

a Steering Committee Meeting to present the findings and analyses of the previous

future ins paramint. Airport operating capability is determined and expressed in terms of Annual
Servicolume (ASS'') and Capacity, relating to both visual flight rules and instrument flight rules
[indfu.din&isual Flight Rules (VFR) and Instrument Flight Rules (IFR) Arrival Rates]. The
a,pa�lty�bf an airfield is primarily a function of the major aircraft traffic surfaces that compose
°th�,facility and the configuration of those surfaces (runways and taxiways). However,it is also
ated to, and considered in conjunction with, wind coverage, airspace utilization and capacity,
i,ground access capacity, the types of aircraft that utilize the facility and the availability and type of
navigational aids. Both airside and landside capacity determinations are made as a part of this
analysis.
*, Element Five/FACILITY REQUIREMENTS DETERMINATION
Airport capacities analyzed in the preceding task,both existing and future for airside and landside
facilities,will be utilized in the determination of the type and magnitude of facilities to be ultimately
planned and programmed for the airport
For airside development, runway orientation, length and grade is specified and dimensional
criteria relating to runway width, taxiway width, taxiway exits, safety areas, runway protection
zones,and setbacks is documented. For landside development, the quantity and areas needed for
development of apron areas,hangars, parking areas, maintenance buildings, among others,are
calculated and presented.
During the determination of both airside and landside facilities' requirements, the Consultant will
coordinate with the Federal Aviation Administration to assure that all Standards and Safety
Requirements, as defined in AC 1:5015300-13, and, as determined by the FAA during field
investigations, are met in this analysis and included in the recommended facilities for the
development of the airport. The FAA Airport Design Program'version 4.2d, or latest version, will
be used to help in determining runway length and dimensional criteria, with the results being
incorporated into the Master Plan narrative. The appropriate Airport Reference Code (ARC) will
be recommended as a part of the study effort,based upon forecast demand and airport role. A

the types of aircraft expected to operate at Buchanan Field, with particular attention being given
to the critical aircraft as prese Aied by AC 15015300-13.
Task 5.2. Airside Facilitlt AAtegdlrements Determination.
In accordance with the a `described aviation forecasts and capacity analysis, and in
consideration of. , lisfied facility standards, the Consultant will convert the aeronautical

network interfaces, automobile parking requirements, maintenance buildings, fueling facilities
location, and the approximate land area needed.

Consultant will assemble a series of goals that subscribe to the intent, direction and purpose of
and for, the airport. These goals will, after thorough review and approval by the Sponsor, serve
as the basis for the preparation of the Development Plan, and, will help to ensure a commonalty in
terms of communication, direction, and cohesiveness of future airport improvements.
Task 6.2. Prepare Development Alternatives.
The Consultant will be responsible for identifying and documenting feasible alternatives for
airside and landside facility modifications and improvernents. Various alternatives will be
thoroughly evaluated in light of a full spectrum of considerations and criteria, including the goals
of the Sponsor for the airport, in support of a preferred development alternative for
implementation.
Each of the alternatives will be graphically illustrated in report form and large-scale presentation
form, and will be presented to the Sponsor for review and consideration. Up to four
comprehensive alternative scenarios will be formulated for conceptual airport development
consideration.

Subtask 6.6.1. Conduct Steering Committee Meeting. The Consultant will hold
a Steering Committee Meeting to present the findings and analyses of the previous
tasks. The Consultant will utilize graphs, charts, illustrations and slides, as
necessary. A thorough discussion of the findings, their significance, and effect on
future work will be presented at the meeting. Concurrence of the working paper
and its findings will be an objective of the meeting.
Subtask 6.6.2. Conduct Public Information Meeting. A Public Information
Meeting will be conducted to acquaint the public and all participants with the
study's goals and objectives, and to gather recommendations. The meeting is
intended to give a better understanding of the existing conditions concerning
attitudes toward the airport and its environs, and to solicit input from interested
parties and the community during the Study, as well as to present findings of the
study up to this point in the process.
Task 6.7. Prepare Development Plan and Program.
The Consultant shall prepare a Development Plan and Program,in both narrative and graphic form,as
a precedent to the preparation of the Airport Layout Plan. The Development Plan and Program shall

depict specific projects in conjunction with a staging program for implementation. The implementation

airport will be evaluated. Such considerations may include regional activities and issues,relationships
with other area aviation facilities,as well as airport specific issues.

Before' antra Costa County can implement the recommendations of the Master Plan,compliance
with thiatibnal Environmental Policy Act(NEPA)and California Environmental Quality Act
(C A)4w l be required. At this stage, it is not possible to know what form that compliance will
take'i(61egorical Exclusion,EA/FONSI,or EIS in the case of NEPA, or Initial Study/Negative
Cte lavation, EIR in the case of CEQA)because these requirements will be dependent upon the
,,breadth of the facility recommendations. Therefore,the Consultant proposes to undertake two
sks that will assist the County with understanding its NEPA and CEQA obligations. First,a CEQA
Initial Study will be undertaken to determine the significance of probable environmental
consequences. Based partly on the IS(but supplemented with many of the topics that are
specifically required by NEPA),a Master Plan environmental screening chapter for the Master Plan
document will be prepared. This document will identify a recommended strategy/approach to
meeting the project's NEPA obligations. it will identify potential environmental issues which
*,, N would need to be addressed in either an EA or EIS. It is anticipated that a conditional approval will
be obtained from the FAA for the Airport Layout Plan; removal of the condition will require
compliance with NEPA and other environmental regulations.
TASK 7.1. PROSECT INITIATION
Project initiation will involve several steps: a project kick-off meeting with Airport staff, County
staff, and other interested parties; a site visit; preparation of the Initial Study(IS)project
description; preparation of a project base map for the Initial Study; and gathering and reviewing
the available background reports.
Task 7,1.1. Meeting
The Consultant will conduct an Environmental Review start-up meeting with the
Airport staff,County staff,FAA and other interested parties. The purpose of the
meeting will be to confirm expectations regarding the.tasks to be undertaken as part of
the environmental documentation effort for the project,to review the project schedule,
and to gather relevant information and data regarding the project and its environmental
issues. At this meeting the significance criteria for use with in the IS and the report
format will be discussed.

The Consultant will secure approval from Airport staff and undertake an organized

zones, then the Sponsor will need to coordinate access approval and possible escort
service.

elements from the existing and proposed ALP, including runways, taxiways, tie-

layout.
Task.T Z.3. Data Gathering andEvaluation
Existing data and analyses applicable to the project site and vicinity will be
collected and evaluated, including, but not limited to; General Plan documents,
Regional Airport Planning Committee Deports (from MTC), airport studies, or
environmental documentation prepared for other nearby projects. With the
approval of Airport staff, the Consultant would contact Contra Costa County and
City of Concord planning departments to check on such additional planning
data/information.

anticipate undertaking technical studies and providing a more detailed discussion in
the Initial Study include: transportation, air quality, noise and cultural resources.
Transportation, Circulation, and Parking
The Transportation, Circulation, and Parking section of the Initial Study will address the seven
checklist questions. In particular, the section will focus on three primary areas of analysis for the
Buchanan Field Airport Master Flan: 1) increases in vehicle traffic volumes along adjacent:
streets; 2) access to the site for passenger and emergency vehicles; and 3) adequacy of parking
on-site. The following tasks will comprise this analysis:
• Document existing traffic conditions. To document existing traffic conditions in the vicinity
of the airport, LSA will collect up to four existing daily traffic counts on roadways adjacent
to the airport including Concord Avenue, Marsh Drive, and Solano Way.
• Calculate project trip generation. Increases in vehicle traffic generated by the airport will be
estimated using trip generation rates from the Institute of Transportation Engineers (ITT) l'rii7
Generation, Seventh Edition. Project related daily trips will be assigned to the local street
system to determine the increase in vehicle traffic volumes along the adjacent streets.
• Site access. LSA will examine the location,number and type of access driveways to
determine whether the existing and proposed access to the airport will be adequate to
accommodate the estimated future traffic volumes. Emergency access will also be examined
to ensure that adequate ingress/egress is provided to the airport for emergency vehicles with
implementation of the master plan.

• Parking supply and demand An evaluation of onsite parking will be provided to determine
consistency with the applicable parking code and/or adequacy of the onsite parking to accom-

traffic impact analysis, may be required. The Consultant will notify the Sponsor during the

Y. Assess project operation period impacts. The proposed project has the potential to generate
new vehicular trips to and from the project site. Emissions associated with long-term
'A operations from vehicle trips will be calculated with the ARB's URBEMIS 2002 model.
Project trip generation and other data included in the traffic study will be used. In addition,
emissions associated with stationary sources, such as on-site energy consumption, will be

estimated with the URBEMIS 2002 model.
• Compile emissions inventory for activities at the airport. An emissions inventory will be
prepared using the Emissions and Dispersion Modeling Systems (EDMS) model. The EDMS
modeling will be conducted using existing and proposed flight and GSE information.
• Describe construction procedures to minimize air quality impacts. Based on BAAQMD
guidelines, quantification of construction emissions is not required. Instead, the District
requires implementation of a series of standard construction-period measures which are
deemed to adequately mitigate potential construction period impacts. These measures will be
identified in the Initial Study.
• Assess carbon monoxide (CO) hat spats. Local carbon monoxide (CO)hot spot analysis will
be conducted at up to eight intersections most affected by project related traffic, with the
CALINE4 model and using peak hour turn volumes and other data from the traffic study.
• Mitigation Measures. The Consultant will identify feasible mitigation measures as required
by the impact analysis. Conclusions would be drawn as to the likelihood of significant
impacts to air quality from the proposed Master Plan.
At this time, a dispersion analysis is not expected to be needed. However, should such dispersion
modeling be needed, it will be scoped separately.

Noise and Land Use
Noise contours will be generated for both the existing and future twenty-year baseline conditions
at Buchanan Field, as well as for the preferred alternative. A land use analysis will be performed
to determine existing and future noise impacts, as identified in Federal Aviation Regulations
(FAR) Part 150. The latest version of the Integrated Noise Model(currently Version 6.1) will be
used to generate the contours.
Cultural Resourcesw
The Consultant will retw,,w aoilable environmental documentation for on-site or nearby projects
and summarize the. ite'Vntial for impacts to subterranean cultural resources. Further, the
Consultant will 'cultural resources records search through the Northwest Information
Center(NWI ), a State University. Relevant records on file at the NWIC would.be

send copies of the Notice of Intent to Adopt a ND, the draft ND, and the IS to the
State Clearinghouse, each responsible agency, the County Clerk and the planning
departments of adjacent jurisdictions.
TASK 7.3. MASTER PLAN ENVIRONMENTAL REVIEW CHAPTER
Based on the findings of the Initial Study, the Consultant would prepare a draft of the
environmental review chapter of the Master Plan document. That chapter would summarize the
findings of the Initial Study for all topics discussed there, as well as many environmental topics
required by NEPA but not specifically required by CEQA.

Element Eight/AIRPORT PLANS
`-,Task 8.1. Airport Layout Pian and Exhibit"A".
An Airport Layout Plan(ALP) shall be prepared in accordance with the findings,
kY recommendations, and approvals resulting from the study. The ALP shall be developed utilizing
the current ALP electronic file, supplemented with new aerial information and AutoCAD Map
rr 2004, or the most current version [electronic files will be delivered to the airport sponsor and FAA
in earlier versions (i.e., Release 12, Release 13) of AutoCAD as desired]. The ALP will depict the
configuration and general dimensioning of the initial and proposed airport facilities, including
surveyed building height of all buildings on airport property. The Airport Layout Plan will
include such information as: 1)Airport Layout; 2) Existing and Future Boundaries; 3)Location
Map; 4) Vicinity Map; 5) Basic Data Tables; 6) Utility Data; and, 7) Wind Information.
Each of these components of the Airport Layout Plan will contain the information as required in
FAA Advisory Circular 15015300-13, and in the most current Western Pacific Region Airport
Layout Plan Checklist.
As a part of the process of developing the Airport Layout Plan, an Airport Property Map (Exhibit
"A"), using existing survey infonnation (including existing property map data/drawings along
with existing local, state, and federal mapping and charts), will be prepared in accordance with
the guidelines provided by the FAA.
Any deviations to FAA design standards will be noted on the Airport Layout Plan, as well as in
the Airport Master Plan narrative. Large-scale reproducible drawings will be prepared on a sheet
size no smaller than 24" by 36".

The Land Use Plan will be illustrated on a drawing(same sheet size as the ALP) and described
within the body of the Master Plan document. Findings resulting from this study effort will be
incorporated into environs land use recommendations, which will be provided to affected
governmental jurisdictions in the vicinity of the airport.
Task 8.4. Airport Airspace Drawing and Inner Portion of the Approach Surface Drawing.
The Airport Layout Plan set also includes an Airport Airspace.Drawing and Inner Portion of the
Approach Surface Drawing. Based on AC 15015300-13 entitled Airport Design, an Airport
Airspace Drawing and Inner Portion of the Approach Surface Drawing shall be prepared in
accordance with the findings, recommendations, and approvals resulting from the study. These
drawings supplement information on the Airport Layout Plan.
A plan showing the existing and the ultimate runway protection and approach zones will be
developed for each runway end. Plan and profile views of each area will be developed
identifying all physical obstructions. The obstruction's height and location will be noted by
dimension lines. Any obstruction requiring removal or relocation to meet FAA standards will be
noted and an action plan identified.

The Capital Improvement Program(CIP) generally consists of both aviation and non-aviation
projects identified within the short-term(5-year)period. As previously noted, intermediate-term
(10-year) and long-term(20-year)projects may be identified within the CIP as well. The CIP

and a summary plan for the inediate-and long-term phase of the selected Master Plan

One objective of this task is to finalize the financial feasibility evaluation of the recommended
capital development program. The implementation plan resulting from this task will present
feasible guidelines for matching projected financial resources with financial needs. This final
financial plan will present a feasible method to expand and improve airport facilities and maintain a
financial condition that complies with regulations of the Sponsor,the Federal Aviation
Administration,and any bond ordinances during the planning period presented in the resulting
Master Plan document(Coordinated with Task 9.4 above),

This task includes the validation of the noise model input assumptions to be used in the study.
The validation process involves validating that the noise models accurately predict noise levels
•Sv that are consistent with the levels that were determined from the noise measurement survey.
The analyzed noise measurement data and the ARTS flight track data. which were correlated, will
be compared with the Integrated Noise Model (INM)to determine the applicability of the input
assumptions and any default assumptions of the models. As warranted,based on these findings,
input assumptions will be adjusted to reflect actual flight conditions at Buchanan Field.
Adjustments will not be made to the algorithms in the models or to the noise curves
(noise/distance relationships established by the FAA), but to procedures that the aircraft operate.
Any adjustments that require FAA approval prior to use will be submitted to the FAA for
acceptance before being used.
The different methods of model validation, which will be completed within this task, are
described below.
Validate INM Noise Model with Single Event Measurement Results. Available information, which
can be used to validate the noise contour assumptions, is data from the noise monitoring program.
While the collection of precise operational data is important in the development of accurate noise
contours, the most important information is that the noise contour data be consistent with the
noise measurement data.
This task will be used to validate the SEL noise values in the INM model to the actual values
measured during the measurement survey. This will be accomplished by comparing the single

event noise levels predicted by the model and the actual levels measured in the field. Any
differences or warranted adjustments will be documented in the report. To accomplish this
comparison,the analysis requires the correlation of the flight operation with the aircraft event.

the CNEL and SEL noise contour levels.
Validation differs from calibrate n in that the FAA does not permit the calibration of the model,
but does allow for the validat' of the model inputs and the proper selection of these inputs

the basis of the future Noise Exposure Map required by PAR Part 150.
Element Fourteen/NOISE IMPACTS
Task 14.1. Land Use Impacts.
A land use compatibility matrix will be presented based upon the PAR Part 150 guidelines. The
inatri.x will indicate specific noise levels at which various land uses become "conditionally
compatible" and "incompatible" with aircraft activity. Existing aircraft noise contours will be
evaluated in conjunction with existing land use data to determine the locations of incompatible
land use in the study area, based on the land use compatibility matrix. Future unabated DNL noise
contours for 5-year conditions will.be examined with respect to existing land use. In addition to
the traditional land use compatibility guidelines,additional noise analyses will be used such as
school impacts, sleep disturbance(SEL) and others, as identified. In addition, an evaluation of
land use development trends will be presented based on information provided by the various
jurisdictions.

variety of measures will be included in this task such as operational measures, facility measures,
and administrative measures. Measures can be identified and prioritized for immediate
implementation for future consideration, as well as those that are unlikely to be feasible or
productive.
Task.15.6. Noise Exposure of Scenarios.
The noise abatement scenarios for Buchanan Field selected for examination under the previous
task, will be modeled using each of the evaluation metrics used in Element Seven to describe the
future base conditions. A maximum of five scenarios will be modeled to establish noise patterns

The recommended noise abatement and land use management strategies will be examined for
ways in which Airport Administration can implement the plan. Strategies to formalize aviation
agreements, as well as specific land use regulatory control measures and growth management
strategies necessary to implement the recommended environs land uses, will be determined.
Identification of these measures will be made in consultation with Airport Administration and
committee members. Implementation strategies for noise abatement procedures will be closely
coordinated with the FAA, pilot groups and relevant community members and groups. Model
implementation documents will be prepared to facilitate implementation of the land use noise
abatement recommendations.
Task 17.5. Implementation Actions/Schedule/Costs.
Well-developed strategies will be formulated, which provide step-by-step techniques for the
implementation of the various noise abatement and land use management measures that are
recommended by this study. These may include both management policies and strategies, as well
as agreements or other documents. Each action will be identified in terms of the responsible
party, the nature of that responsibility, and the actions that must be taken to initiate

Subtask 17.8.2. Conduct Public Information Meeting. A Public Information
Meeting will be conducted to acquaint the public and all participants with the
study's goals and objectives, and to gather recommendations. The meeting is
intended to give a better understanding of the existing conditions concerning
attitudes toward the airport and its environs, and to solicit input from interested
parties and the community during the Study, as well as to present findings of the
study up to this point in the process.
Task 17.9. Conduct Public Hearing.
An open style public hearing, preceded by an open house, will be conducted to provide the public
an opportunity to comment on the Draft Master Plan, the Draft Noise Exposure Maps, and the
Draft Noise Compatibility Plan. The Consultant will make all logistical arrangements for the
hearing and will provide a record of attendees. The Consultant will provide background,
technical presentations, and necessary graphics at the hearing. The Consultant will review,
categorize and respond, as necessary, to appropriate public comments (oral and written
testimony).

Element Eighteen/COMPLIANCE PLAN
Task 18.1. Development of Noise Exposure Map.
Subsequent to consultation and discussion with all potentially affected public agencies,
departments and planning agencies, as well as the advisory committee, the Consultant will
develop a noise exposure map. The map will depict the 65, 70, and 75 CNEL contours for the
initial- and five-year time perp $ The map will also identify incompatible land uses, as defined
in EAR Part 150, within eac 0 ' for each year. In addition, all political subdivisions and
planning jurisdictions bo `'es will be shown. The amount of land(in acres)encompassed
within the contours wil inuded in the description, as well.

initial-and five-year scenarios;
■ The actual or anticipated effect of the program on reducing noise exposure for both the
initial- and five-year scenarios;
a A schedule for implementing noise abatement procedures and a discussion of responsible
persons and agencies. A roles and responsibilities matrix will be an integral part of this
element; and,
■ A schedule and procedure for periodic review and update of noise compatibility.
Task 18.3. Respond to FAA Comments.
Subsequent to submission of the noise exposure map and noise compatibility program to the
Federal Aviation Administration, the Consultant will respond to pertinent cormnents or
recommendations made by the FAA pertaining to the FAR Part 150 documents.
Task 18.4. Procedural Requirements to Limit Recovery of Damages.
After acceptance of the noise exposure map, the Consultant will follow all procedural
requirements outlined in Section 107 of the Aviation Safetyand Noise Abatement Act off`1979(PL
96-193, 49 USC 2101). This act provides a process whereby a person acquiring property in an
area surrounding an airport, for which a noise exposure map has been submitted, shall be limited
in the recovery of damages with respect to noise attributable to the airport. The Act also outlines
the requirements and exceptions to this limitation. The Consultant will ensure that these
requirements are met so as to further protect the airport.

recommendations of a project The importance of report preparation and graphic ability is realized here
to ensure clarity,understanding,and general public relations.
Task 19.1. Draft and Final Reports.
Report preparation will inclu siting, editing, and typing the Master Plan Report;the FAR Part
150 Study Report, and,th ate Business &Implementation Plan Report, detern-Lning the
composition of the report figures, charts, graphs and illustrations, and printing. Fifteen (15)
hard copies of the Dr nal Reports will be produced with ten (10)copies going to the FAA
and five(5)to th on. r. In addition.,the Sponsor will be provided one hundred(100)digital
copies of both e' nd Final Reports on Compact Disc(CD).
Task 19.2.Figrdduclble Drawings.
The Co* ultAnt will prepare reproducible drawings,at an appropriate scale, on a sheet no smaller
than 214' byT36" for each of the maps contained in the Airport Layout Drawing Set.
