SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director,or his designee,to EXECUTE,on behalfof the County,
a long-term ground lease between the County, as Landlord,and Concord Jet Service,Inc.,in the amount of$5,805
per month, for the lease and development on approximately 5.31 acres located north of the Airport Offices at 550
Sally Ride Drive,known as the Buchanan Development project for the period January 2005 through January 2045,
Concord area.
FISCAL IMPACT:
There is no negative impact on the General Fund.The Airport Enterprise Fund will receive lease and other revenues
and the County General Fund will receive tax revenues from this development.

Service Inc.for the Buchanan Field Airport Development Project.

M. REASONS FOR RECOMMENDATION/BACKGROUND:
On October 14, 2003,the Board of Supervisors adopted the Negative Declaration in compliance with the
California Environmental Quality Act,and authorized staff to advertise the Buchanan Development project
at their discretion.
On October 30, 2003,the Contra Costa County Public Works—Airports Division received a letter of intent
from an existing commercial tenant to develop the Buchanan Development project on the subject site.
Airport Division staff subsequently spoke with the Federal Aviation Administration's (FAA) Airports
District Office(ADO)regarding this request. ADO requested that the Airport notify existing commercial
tenants at Buchanan Field and Byron Airport to solicit ether competitive interest in the property.
On November h, 2003, development solicitation letters were sent to existing commercial tenants at the
Buchanan Field and Byron Airports,as requested by the FAA,to determine competitive interest in providing
aeronautical services and associated development at the Buchanan Development project location, Any
business proposal must be consistent with the Airport Master Plan and General Plan for consideration.
On December 2, 2003,the Board authorized County staff to negotiate lease terms with the interested party
respondents to expand economic development activity at the Buchanan Field Airport,and provide additional
revenues to the Airport Enterprise Fund. The solicitation process did not result in any additional proposals
for consideration.
County staff has negotiated lease and development terms with Concord Jet Services,Inc.and the project is
ready to proceed to implementation.The lease term is forty(40)years, with a ten(10)year extension.The
lease will provide both significant lease and sales tax revenue to the Airport Enterprise Fund and County
General Fund.
The lease is comparable to other executed leases with one exception; it includes added early termination
provisions if Buchanan Field Airport were relocated and the property redeveloped for non-aviation use.This
lease is consistent with the June 8, 2004, Board action which directed the Director of Airports to
aggressively pursue and support existing and new airport businesses including the full implementation of the
master plan.
IV. CONSEQUENCES OF NEGATIVE ACTION:
The County General Fund and the Airport Enterprise Fund would not realize the additional revenues. The
County-owned land would remain vacant and may negatively impact general aviation aircraft facilities,
services and Airport demand needs.
