ACKNOWLEDGE that the Board of Supervisors referred thirty-one issues to the Family and Human Services Committee (FHS) for their review and consideration during the 2004 calendar year. II. REFER to the Family and Human Services Committee, review of the status of the Children and Families Data Archive, including the obstacles encountered in its implementation and future direction of the archive. III. RE-OPEN referral #61 — HIV Prevention, which was closed at the end of calendar year 2003, for monitoring of the Disease Prevention Demonstration Project authorized by AB 1159 (Vasconellos). IV. ACCEPT the recommendation to carry forward the following twenty-one referrals from the 2004. ACCEPT the recommendation to place on HOLD the following referrals until a future date. a) Referral#11 — Oversight of the Work of the Policy Forum b) Referral #13 — Preparation of the Annual Children and Family Services Program Budget BACKGROUNDIREASONS FOR REC0Mt111ENQAT1%jJS1: Between January and December 2004, the Board of Supervisors referred nine new issues to the Family and Human Services Committee (FHS) in addition to 22 referrals carried forward from 2003. The FHS Committee heard reports on 24 of the issues referred. In many cases the FHS provided oversight and guidance on issues; in others it recommended funding allocations for Board approval. In still others, it considered and made recommendations to the Board on memberships/appointments to committees and advisory bodies. The above recommendations for carryover or closure are based on whether the issues referred have been completely addressed, additional review is still necessary, or the referral is for on-going monitoring. The two referrals are recommended to be placed on hold for the next year. These referrals include: a. Referral#13-- Children and Family Services Program Budget Due to staffing reductions and loss of key personnel, the production of the 2003- 2004 Children and Family Services Program Budget was deferred indefinitely. b. Referral#22 — Emergency Medical Services This referral has not been heard since 2000. The referral has been held open in case additional issues arose. Since no new issues have been brought forward, we recommend closing this referral.
