SUBJECT: Report on Referrer to the Transportation, Water and Infrastructure Committee SPECIFIC REQUEST(S) OR RECOMMENDATION(S) +& BACKGROUND AND JUSTIFICATION RECOMMENDATIONS REFER the items in Exhibit B to the Transportation Water and Infrastructure Committee for 2005. FISCAL IMPACT Staff support for the Committee for the next calendar year is estimated to be approximately $25,000. This may vary depending on the work under taken by the Committee. Funding for administrative support to the Committee will be sought by the Community Development Department as part of the annual department budget. BACKGROUND/REASONS FOR RECOMMENDATIONS Exhibit A provides a summary of the Committee's actions on matters referred to it during 2004. This summary provides the basis for the Committee's recommendations described above. There are many referral items for 2005. At its first meeting in 2005, the Committee should establish priorities that address the most pressing referral items. Monitor creek issues On November 8,the Committee held a public hearing on the expenditure policy for project prioritization for the Flood Control District and directed staff to consult with the cities and bring the expenditure policy back to the Committee only if substantial comments are received.On December 13, the Committee held a public hearing on the Capital Improvement Program (Cl P)and recommended that the Board adopt it as an interim document, and further recommended that if no significant changes are made to the policy, it be used to guide future updates to the CIP. 16. On November 8, the Committee recommended approval of the Transition Plan, directed staff to meet with Mr. Partansky in order to include his comments on the Plan in the report to the Board, and recommended referral of the self evaluations on County program operations to the Internal Operations Committee. 22. Review the Neighborhood Traffic On January 5, the Committee considered the proposed Neighborhood Management Program Traffic Management Program. The Committee supported the draft program, including the proposed role of the Committee, with modifications.The Committee directed staff to request that the Board of Supervisors refer to the Committee the review of the County's standards for the design of local residential streets. 123. Review the Underground Utilities On January 5, the Committee requested a report after the update the j Program ! plan for Rule 20A funds was completed. On October 11, the Committee deferred to 2005 the report on the underground utility program 24. Refer the Richmond Community On March 8, the recommended that the Board support the Transportation Plan to the TW IC recommendations of the Plan, and to request that a similar plan be prepared by MTC for the Rodeo area. 25. Refer the PG&E Streetlights Feasibility On November 8,the Committee considered a report and directed staff to Acquisition Study request letters of support from the cities for the staff recommendation i and to report back to the Committee for further direction. 26. Monitor the East Contra Costa County On February 9 and September 13, the Committee forwarded status Habitat Conservation Plan reports to the Board. 27.
