RECOMMENDATIONS
APPROVE and AUTHORIZE the Redevelopment Director to execute a contract
with Environmental Science Associates in the amount not to exceed $100,000 for
services related to the first phase of preparation of the Environmental Impact
Report for the Bay Point Waterfront for a term of February 15, 2005 to June 30,
2006.

FISCAL IMPACT
No General Fund money will be used on this project. The estimated contract
amount for the first phase is $100,000. The project is included in the 2004/2005
Bay Point Redevelopment Agency budget.
BACKGROUND/REASONS FOR RECOMMENDATIONS
A major redevelopment activity in Bay Point is to revitalize the deteriorating
waterfront area. In late 2001, the Redevelopment Agency retained a consultant
team to work with the Bay Point Community to develop a Strategic Plan for the
waterfront area; to prepare and evaluate the economic and market feasibility
analysis of the area; and to evaluate the condition of the marinas and the
infrastructure needs of the Bay Point waterfront. The result of this work in the
Bay Point Waterfront Strategic Plan. On December 16, 2003, the Board of
Supervisors accepted the Bay Point Waterfront Strategic Plan and authorized a
General Plan study for the project. The subject consultant contract is to conduct
the first phase of environmental work necessary for the general plan study. The
next phase of the work is contingent on the 2005/06 Redevelopment Agency
budget.
