Uilkema, District llCosta DATE: February 15, • r 2005 COU1't County SUBJECT: Referral to FHS from Sober Living Task Force SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: REFER to the Family and Human Services Committee the issue of use of the Old Discovery House as a sober living facility for individuals transitioning out of treatment. FISCAL IMPACT: None BACKGROUND: The Sober Living Task Force is a collaboration of the Alcohol and Other Drugs Advisory Board, Friends Outside, Phoenix Program, Health Services Department Homeless Program and Shelter, Inc. The Task Force has requested to present their report on the issue of use of the Old Discovery House as a sober living facility to the Family and Human Services Committee. The proposal of the Task Force is to use the Old Discovery House as a housing project rather than an extension of treatment, and that the sober living program would pay for itself through a tiered pricing system based on income level of clients served. The Task Force is developing a model and business plan based on client responses to survey questions, collection of data from similar facilities/programs, and direct contact with homeless clients. They are actively seeking the support of the Health Services Department, as well as networking with the neighbors for their support.
