RE-APPOINT Sabiha Gokceh and Marjorie Leeds to reverse roles on the Hazardous Materials Commission, i.e., Sabiha Gokcen to the Business#3 seat and Marjorie Leeds to the Business#3 Alternate seat, to new terms ending December 31, 2008, as nominated by the Contra Costa Taxpayers Association and the Hazardous Materials Commission. BACKGROUND: The Hazardous Materials Commission was established in 1986 to advise the Board, County staff and the mayors' council members, and staffs of Contra Costa cities, on issues related to the development, approval and administration of the County Hazardous Waste Management Plan. Specifically, the Board charged the Commission with drafting a hazardous materials storage and transportation plan and ordinance, coordinating the implementation of the hazardous materials release responseplan and inventory program, and to analyze and develop recommendations regarding hazardous materials issues with consideration to broad public input, and report back to the Board on Board referrals. The Internal Operations Committee at its February 7, 2005 meeting approved the re-appointment of Mr. Linsley, Ms.Gakcan and Ms. Leeds as nominated by the Commission, and now proffers its recommendation to the Board of Supervisors. Steve Linsley, Environmental Seat. Steve Linsley currently represents the Sierra Club in one of the environmental seats on the Commission. His term expired at the end of 2004 and the Sierra Club has nominated him to serve another term(see attached letter). Mr. Linsley has played an active role in the Commission since 1998, and the West Contra Costa Group of the Sierra Club believes he will continue to aid the Commission based on his education, work experience and Sierra Club credentials. Mr. Linsley joined our Bay Chapter in 1980 and became active in the West Contra Costa Group when he moved to Contra Costa County in 1990. He organized and led"Toxic Tours of contaminated and/or hazardous and abandoned sites in Richmond and North Richmond. He served on the Group's executive committee as Treasurer in 1990-91. For a number of years he was active in our East Bay Toxics Subcommittee. When the Point Molate Restoration Advisory Board was formed in 1996, the West Contra Costa Group asked him to serve as our representative,which he has done from the inception and continues to do to this day. Mr. Linsley is well qualified in the field of hazardous materials and has been an active member of the Hazardous Materials Commission since 1998.
