SUBJECT: Approval of Novation Contract#74-063-5 with New Connections
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of
the County, Novation Contract#74-063-5 with New Connections, a non-profit corporation, in an amount not to
exceed $321,994, to provide dual-diagnosis treatment services for Seriously Emotionally Disturbed (SED)
adolescents admitted into the West County Youth Drug Court for the period from July 1, 2005 through June 30,
2006. This Contract includes a six-month automatic extension through December 31, 2006, in an amount not
to exceed$160,972.
FISCAL IMPACT:
This Contract is 50% funded by Federal Medi-Cal, 46% funded by State Early and Periodic, Screening,
Diagnostic and Treatment(EPSDT)Program, and 4%Required County Match.
CHILDREN'S IMPACT STATEMENT:
This Dual-Diagnosis Program will support the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing'; and
"Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program
outcomes include an increase in positive social and emotional development as measured by the Child and
Adolescent Functional Assessment Scale (CAFAS) and Youth Self Report (YSR) and a decrease in juvenile
offender recidivism as measured by probation database information.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides day treatment and mental health
services to dually diagnosed adolescents and their families in order to reduce unsafe behavior, improve school
attendance and performance, avoid out-of-, ome placement, and deal with emotional problems.
On July 20, 2004, the Board of Supervisors approved Contract#74-063-4 with New Connections for the period
from July 1, 2004 through June 30, 2005 (with a six-month automatic extension through December 31, 2005),
for the provision of dual-diagnosis treatment services for Seriously Emotionally Disturbed (SED)
adolescents.
Approval of Novation Contract#74-063-5 replaces the automatic extension under the prior Contract and allows
the Contractor to continue providing services through June 30, 2006.
