The Building Inspection Department is a subcontractor to the Community Development Department for the administration of a portion of the Weatherization program. Funding for this program is received from the State of California Community Services Department. State grants enable the Department to provide a variety of energy related services targeted to low-income residents in the County. I This program is highly labor in, in order for the Department to augment these services using available funds the Department needs to hire additional staff. The Department has already been authorized two additional project positions and is in ! the process of creating a recruitment list. The recruitment process can take up to ! three months. Therefore the Department would like to proceed to contract with j Michael Goss for the provision of Weatherization services. Michael Goss was previously an employee in the program and had successfully undergone the County's recruitment process. ! I i I `I \bdord\Goss.2005 Page 2 of 2 12/20/05
