SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Richard Harrison) to execute on behalf of the County, Contract Amendment/Extension Agreement #27-277-9 with Kaiser Foundation Health Plan, Inc., a non-profit corporation, effective December 1, 2005, to amend Contract #27-277-8, to increase the Contract payment limit by $17,500,000, from $8,300,000, to a new total of $25,800,000, and extend the Contract term from September 30,2006 through September 30, 2008. FISCAL IMPACT: This Contract is funded 100% by Contra Costa Health Plan member premiums. Costs depend upon utilization. As appropriate, patients and/or third-party payors will be billed for services. BACKGROUNDIREASON(S) FOR RECOMMENDATION(S): I Kaiser Foundation Health Plan has been a traditional provider of health care services to Medi-Cal beneficiaries in Contra Costa County. With the implementation of the Local Initiative for Medi-Cal managed care, Kaiser, in order to continue to enroll Medi-Cal members, must affiliate with the Local Initiative. The affiliation arrangement allows Medi-Cal recipients to choose Contra Costa Health Plan as their managed care plan, and designates Kaiser as their provider. On September 27, 2005, the Board of Supervisors approved Contract #27-277-8, with Kaiser Foundation Health Plan, Inc., for the period from October 1, 2005 through September 30, 2006, for the provision of professional health care services for Medi-Cal recipients enrolled in Kaiser Foundation Health Plan. Capitation rates for Contractor's services have been negotiated each year, when the Contract has been renewed. County. and Contractor have negotiated a three-year pricing structure in order to provide County with pricing stability for those services that County is required to provide to Medi-Cal recipients. Approval of Contract Amendment/Extension Agreement #27-277-9 will allow the Contractor to continue providing services through September 30, 2008.
