SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of
the County, Novation Contract#24-773-9 with Milhous Children's Services, Inc., a non-profit corporation, in
an amount not to exceed $424,942, to provide a day treatment program for Seriously Emotionally Disturbed
(SED) adolescents and latency-age children at Milhous Treatment Ranch, for the period from July 1, 2005
through June 30, 2006. This Contract includes a six-month automatic extension through December 31, 2006,
in an amount not to exceed$212,471.
FISCAL IMPACT:
This Contract is funded by 25% Federal Medi-Cal, 25% State EPSDT, and 50% Individuals with Disabilities
Education Act (IDEA)/Senate Bill (SB) 90. Contractor will bill Medi-Cal through the current County system
under the Rehabilitation Option for all eligible services, and the Federal Financial Participation will accrue to
the County.
CHILDREN'S IMPACT STATEMENT:
This Early and Periodic Screening, Diagnosis and Treatment (EPSDT) program supports the following Board
of Supervisors' community outcomes: '`Children Ready For and Succeeding in School"; "Families that are
Safe, Stable, and Nurturing"; and"Communities that are Safe and Provide a High Quality of Life for Children
and Families". Expected program outcomes include an increase in positive social and emotional development
as measured by the Child and Adolescent Functional Assessment Scale(CAFAS).
BACKGROUND/REASON(S)FOR RE COMMENDATION(S):

This Contract meets the social needs of county's population in that it provides mental health day treatment for
wards of the court to reduce the need for hospitalization.
On August 3, 2004, the Board of Supervisors approved Contract #24-773-8 with Milhous Children's
Services, Inc., for the period from July 1, 2004 through June 30, 2005 (with a six-month automatic extension
through December 31, 2005), for the (provision of a day treatment program for Seriously Emotionally
Disturbed (SED) adolescents and latency-age children at Milhous Treatment Ranch.
Approval of Novation Contract #24-773-9 will replace the automatic extension under the prior Contract and
allow the Contractor to continue providing services through June 30, 2006.
