RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with Tamara Rhines, in an amount not to exceed $77,000, to provide background investigation services, to include the administration of polygraph examinations, for the period of January 1, 2006 through December 31, 2006. II. FINANCIAL IMPACT: NONE. Funding is available in the Office of the Sheriff's budget to perform Background Investigations on job applicants. III. BACKGROUND: The Office of the Sheriff is responsible for conducting background investigations, which may include polygraph examinations, on candidates for employment in both sworn and non-sworn positions. Recruitment efforts continue to generate a substantial number of applicants who are required to go through the screening process. The contractor has the licensing and experience necessary to provide these services. IV. CONSEQUENCE OF NEGATIVE ACTION: If background investigations and polygraph examinations are not performed on a timely basis, the Office of the Sheriff risks losing good candidates to competing employers. BACKGROUND/REASON(S) F011 RECOMMENDATION(S): The Contra Costa Futures Initiative, including the creation of an anonymous research and planning database, assistance with pilot programs and interagency fiscal infrastructure building, is in progress. A no-cost extension of this contract will facilitate continued progress of this initiative. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Chief Information Officer or his designee to execute an agreement amendment with AVD (Advanced Voice and Data) to extend the expiration date of their contract from December 31,2005 to December 31,2006. II. FINANCIAL IMPACT: Funds will not be encumbered by the agreement and no additional General Fund monies are requested. Services will be charged out to requesting departments. III. REASON FOR RECOMMENDATION AND BACKGROUND: County telecommunication service requests continue to increase due to the rapid technological changes in voice and data systems. To meet our customer's service requests,we need to augment our permanent staff with contract staff from AVD. IV. CONSEQUENCES OF NEGATIVE ACTION: If this contract isnot approved,then telecommunications work for departments will be delayed,as the county does not have adequate staff to meet the current volume of service requests generated by departments. RECOMMENDED ACTION: APPROVE and AUTHORIZE the County's Chief Information Officer or his designee to execute on behalf of the County an agreement with the Soft Link Solutions, Inc. for assistance with PeopleSoft for the period of January 1, 2006 through June 30, 2006 at a cost of$153,800. II. FISCAL IMPACT: Funding for this project is budgeted by the PeopleSoft project , III. REASONS FOR RECOMMENDATION AND BACKGROUND: In March 1996 the Board of Supervisors approved the acquisition of PeopleSoft as the replacement for the County's Human Resources,,Payroll and Employee Benefits systems. The contract with Soft link will provide the resources to enable the County to implement changes into PeopleSoft stemming from labor negotiations. This is needed to ensure that the County can implement custom code changes necessary to properly process employee personnel,tax, benefit, and retirement information. IV. CONSEQUENCES OF NEGATIVE ACTION: If this contract is not approved the County will be delayed in implementing changes stemming from labor negotiations. FINANCIAL IMPACT: The total cost of this project will not exceed $54,560 and will be funded by dedicated Recorder Modernization funds. There is no General Fund impact. REASONS FOR RECOMMENDATION/BACKGROUND: The Recorder Division is dedicated to maintaining the confidentially, integrity and availability of its electronic recording systems. Heightened physical and electronic security requirements call for testing to assure a secure environment for this process. InfoGard Laboratories is accredited by NIST (National Institute of Standards and Technology, a division of the United States Department of Commerce) and is certified by the State of California as a Small Business. CONSEQUENCES OF NEGATIVE ACTION: If the Recorder Division is unable to show they have a secure and reliable delivery system for electronic recording, they will not meet the requirements of SB 578, the Electronic Recording Delivery Act, and will be unable to participate. If the Recorder Division electronic recording systems were compromised in some way, official land records could be altered prior to recordation.
