RA(JKGR01JND0 The Employment and Human Services Department(EHSD), Child and Family Services Bureau,provides a variety of services to children and families including services designed to safely maintain children in their homes and communities, and to aid families in reunifying with their children after removal from the home. Additionally,the Bureau works in collaboration with community-based organizations to provide services for intact families in need of additional support in maintaining safe homes for their children in an effort to prevent families from entering into the child welfare system. Through the Community Needs Assessment Survey Project, EHSD will collect important information directly from members of the community about existing resources available to provide for the protection of children in their communities, and identify additional resources and services that are still needed. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8t BACKGROUND AND JUSTIFICATION RECOMMENDEJ2 ACTInN_ APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to EXECUTE an amended contract with Cooperative Personnel Services (CPS)to EXTEND the contract term from October 31, 2005 through February 28, 2006 to provide an EHSD Organizational Assessment and Analyses with no change in contract payment limit of$57,800. (#21-013-1) NANCIAL IMPACT: $57,800 Administrative Overhead Costs: 20% County, 40% State,40%Federal ]BACKGROUND: Cooperative Personnel Services (CPS), a public agency committed to improving resources in the public sector, will perform an organizational assessment of the Contra Costa County Employment and Human Services Department(EHSD). The purpose of the project will be to provide the Department with organizational design options that will better support service delivery in difficult, as well as improving budget times; and,will facilitate the effective integration of new and emerging service delivery trends into the Department's program and operations. The assessment will involve a combination of information gathering and analysis activities directed at: Developing an accurate baseline comparison between the EHSD and similar sized County Social Service Departments. Factors assessed in this regard will include program responsibilities,budget, staff size and ratios; clarifications, geographical delivery systems, and organizational structure; and, • Gaining an understanding of emerging programs and service delivery trends that may impact the EHSD organizational design. In developing this understanding,the CPS consultants and EHSD staff will conduct research of literature, interview local, state and federal officials, and conduct focus group sessions. The CPS consultants will present the findings from the analyses above and improvement options to the EHSD Director. The final report will be shared,not only with the EHSD Director,but the County Administrator's Office(CAO) and other county social service departments cooperating in this study and experiencing similar organizational changes. The extension of contract term will allow the Contractor to complete the organizational assessment and analyses required for a final report and presentation to be shared with the EHSD Director, County Administrator's Office and other county social service departments cooperating in the study. (#19-024-0) NANCIAL IMPACT: $50,000 Administrative Overhead,, 20% County, 40% State, 40%Federal BACKGROUND: The Center for Community Benefit Organizations (CBO Center) is the result of a merger of the Center for Community-Based Organizations of Contra Costa and the East Bay Resource Center, which have served the community for more than 10 years providing fundraising, grant writing and management assistance to community-based organizations. Funding will support the stabilization of the CBO Center's organizational capacity and infrastructure, maintenance of core services and development of a plan for growth and service enhancement to community- 4' based organizations (CBOs). The CBO Center work plan will be developed by Contra Costa County, Alameda County, the CBO Center, and the community based organization(CBO) community. The vision for growth and development includes: supporting and strengthening of leadership by creating opportunities for peer learning,providing a supportive network for the exchange of ideas and executive coaching for CBOs;providing capacity building workshops and affordable training opportunities for effective management; addressing the external pressures of accountability; identifying and communicating best practices; and,providing regular operating hours for the Hank Russo Library to offer CBOs technical assistance and linkage to web-based resources. BACKGROUND: Contra Costa Crisis Center will continue to manage and maintain the comprehensive countywide health and human services database with extensive and current health and human services information. In collaboration with Contra Costa County Community Services Department, Employment and Human Services Department, and Health Services Department,the database provides information for emergency shelter, food,job training, medical care, childcare, substance abuse counseling,mental health treatment, conflict resolution, legal services, and more. The database provides the most accurate and current information and will be accessible on the Internet for all County employees, local non-profit agencies and County residents. It is the basis for the publication of regional guides for the Network of Care website. Contra Costa Crisis Center has extensive experience developing and maintaining a database of health and human services information.
