SUBJECT: Approval of Novation Contract#24-700-51 with Contra Costa.Crisis Center
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Novation Contract #24-700-51 with Contra Costa. Crisis Center, anon-profit
corporation, in an amount not to exceed $108,598, to provide crisis intervention, suicide prevention,
and mental health rehabilitative services for the period from July 1, 2005 through June 30, 2006.
This Contract includes a six-month automatic extension through December 31, 2006, in an amount
not to exceed$54,299.
FISCAL IMPACT:
This Contract is funded 100%by.Mental Health Realignment.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors' community outcomes: "Families that
are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of
Life for Children and Families". Expected program outcomes include an increase in family
satisfaction as measured by the Parent Satisfaction Survey and Decrease in use of acute care system,

BACKGROUND/REASON(S) OR RECOMMENDATION(S).
This Contract meets the social needs of County's population in that it provides crisis intervention and
suicide prevention services, including a 24-hour hotline, grief counseling and community mental
health education for residents of Contra Costa County.
On November 2. 2004, the Board of Supervisors approved Novation Contract #24-700-50 with
Contra Costa Crisis Center for the period from July 1, 2004 through June 30, 2005, (which included
a six-month automatic extension through December 31,2005)for the provision of crisis intervention,
suicide prevention'. and mental health rehabilitative services.
Approval of Novation Contract #24-700-51 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30, 2006*

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand)to execute on behalf of
the County,Novation Contract#24-707-45 with Contra Costa Association for Retarded Citizens, Inc,,, a non-
profit corporation, in an amount not to exceed $480,341, to provide a day treatment program for high risk,
delayed, or emotionally disturbed children at the Lynn Center for the period from July 1, 2005 through June
30, 2006. This Contract includes a six-month automatic extension through December 31, 2006, in an amount
not to exceed$240,171.
FISCAL IMPACT:
This Contract is 50% Federal Medi-Cal Revenue, 48% State EPSDT, and 2% Mental Health Realignment
funded.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors' community outcomes-, "Children Ready
For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an
increase in positive social and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS)and placement at discharge to a lower level of care,
BACKGROUNDIREASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides a day treatment program for
preschoolers with measurable delays in interpersonal, social/emotional, language and cognitive development
for children who are at risk for such delays, included are abused, developmentally delayed, emotionally
disturbed and environmentally deprived children who do not meet the criteria for any categorical funding
source for services.
On November 30,, 2004, the Board of Supervisors approved Novation Contract #24-707-44 with Contra
Costa Association for Retarded Citizens, Inc. for the period from July 1, 2004 through June 30, 2005, (which
included a six-month automatic extension through December 31, 2005) for the provision of EPSDT and day
treatment programs for high risk, delayed,or emotionally disturbed children.
Approval of Novation Contract #24-707-45 replaces the automatic extension under the prior Contract and
allows the Contractor to continue providing services through June 30,20069

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Novation Contract #24-932-9 with Community Violence Solutions, a non-
profit corporation, in an amount not to exceed $324,173, to provide Early and Periodic Screening,
Diagnosis and Treatment (EPSDT) Program services for children who have been sexually molested
or traumatized for the period from July 1, 2005 through June 30, 2006. This Contract includes a six-
month automatic extension through December 31, 2006,in an amount not to exceed$162,087,
FISCAL IMPACT:
This Contract is 50% funded by Federal Medi-Cal and 50% funded by State Early and Periodic,
Screening,Diagnostic and Treatment(EPSDT)Program.
CHILDREN'S IMPACT STATEMENT:
This EPSDT Program supports the "Children ready for and succeeding in school", "Families that
are safe, stable, and nurturing"; and"Communities that are safe and provide a high quality of life for
children and families" Board of Supervisors' community outcomes. Expected program outcomes
include an increase in positive social and emotional development as measured-by the Child and
Adolescent Functional Assessment Scale (CAFAS) and a decrease in out-of-home placements as
measured by mental health and social services statistics.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides in-home and
outpatient mental health services for Medi-Cal eligible children (and their families) who have been
sexually molested or traumatized and are enrolled in the EPSDT Program.
On July 20, 2004, the Board of Supervisors approved Novation Contract #24-932-8 with
Community Violence Solutions for the period from July 1, 2004 through June 30, 2005, which
included a six-month automatic extension for the provision of EPSDT Program services.

RECOMMENDATION(Sl:
Approve and authorize the Health Services Director, or his designee(Jeff Smith,M.D.)to execute on
behalf of the County, Contract#26-305-15 with Vista Staffing Solutions, a corporation, in an amount
not to exceed $650,000, to provide recruitment of temporary physicians for Contra Costa Regional
Medical Center for the period from October 1,2005 through September 30,2006.
Vista Staffing Solutions has requested a mutual indemnification and hold harmless agreement for
any claims arising out of the performance of this contract.
FISCAL IMPACT:
Funding for this Contract is 100% Enterprise I Fund. As appropriate, patients and/or third-party
payors will be billed for services.

On October 7, 2003, the Board of Supervisors approved Contract #26-305-10 (as amended by
subsequent Amendments Agreements #26-305-11 through #26-305-14) with Vista Staffing
Solutions,, for the period from October 1, 2003 through September 30, 2004,to present locum tenens
physicians to work as temporary employees to ensure appropriate medical staff coverage to the
inpatient psychiatric unit at Contra Costa Regional Medical Center, and the County's Main Detention
Facility.
Approval of Contract #26-305-15, will allow the Contractor to continue to provide services through
September 30,2006.

to amend Contract #26..&847-15 with Michael S. Baker, M.D., aself-employed individual, to modify
the Payment Provision with no change in the original Payment Limit of$300,000 and no change in

On June 22, 2004, the Board of Supervisors approved Contract #26-847-15' with Michael S. Baker,
M.D., for the period from June 1, 2004 through May 31, 2007, to provide Thoracic and Vascular
Surgery services including, clinic coverage and surgery for patients at the Contra Costa Regional
Medical Center and Health Centers.
Approval of this Contract Amendment Agreement #26-847-16 will allow the Contractor to provide
consultation services in addition to his regular clinic duties for Contra Costa Regional Medical
Center and Health Center,through May 31,2007.
